BACKGROUND
The Last Ten Kilometers Project implemented by JSI Research & Training Institute, Inc., implements innovative community-based strategies to strengthen the link between families, communities with the Primary Health Care units (PHCUs) of the Ethiopian Government with the aim to improve high impact reproductive, maternal, newborn and child health (RMNCH) care interventions at scale. L10K through its Optimizing Health Extension Program (OHEP) has designed a Social and Behavioral Change Communication (SBCC) strategy to address behavioral challenges across the Maternal; Newborn and Child Health (MNCH) continuum of care to be implemented in collaboration with Tigray regional health bureau in four woredas of South East Tigray.
OVERVIEW OF THE POSITION
The CBNC Officer is expected to assist strengthening community level health seeking demand generation activities and ensuring quality of services provision at Health Centers and Health posts to ensure the L10K 2020 project achieve its objectives towards increasing demand, access and utilization of quality and equitable reproductive, maternal, new born, and child health services at scale through active engagement of families and communities.

KEY DUTUES AND RESPONIBILITIES
· Develop area-specific trip plan to carry-on CBNC/ICCM service utilization implementation and follow the progress based on the plan
· Works closely with JSI L10K team, WorHO, PHCUs and HEWs and Kebelle leaders, to organize different community meetings
· Support and facilitate monthly Kebelle steering committee, open house session and Kebelle health festival/ community and HP joint feedback forum/festival
· Conduct CBNC/iCCM follow-up to Health posts using standard checklist, identify and address implementation challenges and improve quality of care
· Organize and facilitate a regular CBNC/ICCM performance review meetings and refresher trainings
· Collect, enter and share CBNC/ICCM related data regularly and share it with the JSI Research and Training Institute Inc./L10K-Tigray regional office
· Use data for continuous quality and performance improvement at health post and health center levels
· Ensure integration of Maternal, Newborn and Child health intervention areas across the continuum of care at different levels
· Collect, document and share lessons learnt during CBNC implementation.
· Submit a complete report (activities plan and achieved by place and date, best practices observed, challenges encountered, measures taken, and next plan) every 2 weeks to JSI/L10K CBNC coordinator & Regional manager.
· Carry out other duties as assigned.
SKILLS AND COMPETENCIES:
· Bachelor of Science Degree in Public Health, or Nursing (preferably Masters Degree in Public Health) with 5 years of professional services.
· Strong knowledge and experience on the health extension program and the primary health care system
· Experience and familiarity with the implementation of CBNC/iCCM and/or Demand Generation/ Social and Behavioral Change Communication (SBCC)
· Work experience including capacity in facilitating trainings and establishing working relations with the health system at all levels
· Good communication and negotiation skills
· Ability and willingness to travel to field frequently
· Computer skill in Microsoft Offices
