CONSULTANCY service - Pastoral and Agro-pastoral policy analysis
Mercy Corps is an international, non-governmental humanitarian relief and development organization that exists to alleviate suffering and poverty by helping people build secure, productive and sustainable community driven changes. Mercy Corps Ethiopia is operating in Somali, Oromia, Afar, and SNNPR in the sectors of Water and Sanitation, Economic Development, Livelihoods, Capacity Building, Emergency Response, Health and Nutrition and similar sectors. Mercy Corps has been leading the implementation of USAID funded project, Pastoralist Areas Resilience Improvement through Market Expansion (PRIME), in Afar, Ethiopian Somali and Oromiya Region of Ethiopia.
PRIME recognizes the need to generate policy-relevant information to update policy guidelines in pastoral areas. To this end, PRIME will support the pastoral development policy and strategy framework drafted by the Ministry of Federal and Pastoralist Development Affairs (MoFPDA). The policy and strategy framework is aimed to provide strategic directions for government and development partners for programming, implementation, coordination and measurement of pastoral and agro-pastoral development initiatives to bring sustainable and equitable development. For this, Mercy corps Ethiopia is looking for renowned consultancy firm to conduct Pastoral and Agro-pastoral policy analysis for the period of six months.
Purpose of the consultancy
The overall aim of the consultancy work is for comprehensive analysis of pastoral and agro-pastoral areas development context, challenges and opportunities, emerging trends, learning through a desk review, and primary data collection, to help the Ministry of Federal and Pastoral Development Affairs (MoFPDA) to enrich and update the draft pastoral policy and strategy document and prepare Pastoral areas Development Investment Framework.
The pastoral and agro-pastoral policy analysis consultancy services have following specific the objectives:-
1. Conduct a desk review and synthesize available studies, relevant reports of state and non-state actors development initiatives, peer reviewed or independent analysis reports on pastoral and agro-pastoral areas development and humanitarian interventions, policy trends and coordination efforts to capture lessons learned, understand emerging trends, challenges and opportunities.
2. Conduct national and regional level consultations and field visits and with development partners, government sectors, private sectors, customary institutions and community representatives to capture lessons, challenges, and opportunities on pastoral and agro pastoral development and coordination/ harmonization efforts among stakeholders.
3. Produce final analysis document with policy and strategy recommendations and pastoral and agro-pastoral development investment framework which outlines national and regional investment/development priorities with implementation approaches, expected results, resilience high level measurements framework, and coordination modalities.
Required Qualification and Experience:-
A consultant team is required for the execution of this assignment and should reflect both technical qualifications and practical experience on similar areas in undertaking surveys in the various regions of Ethiopia. The team is expected to be composed of minimum of the following experts:
1. Pastoral development expert (agriculture/livestock, NRM background), at least M.A. or M.SC.
2. Economics/Social science expert (economics, demography, anthropology), at least M.A. or M.SC.
3. Governance/legal studies, leadership expert (law, economics, dialogue management, or related field), at least M.A. or M.SC.
4. Policy expert (policy analysis and formulation), at least M.A. or M.SC.
