TOR for the documentation of NORAD supported child friendly system /CFS/ program in Kolfe Keranio and Gulele Sub-Cities of Addis Ababa, Metema Wereda and Gendoha town in North Gondar Zone
Introduction
Save the Children has been implementing NORAD supported CFS program in partnership with Mary Joy Development Association, Mahibere Hiwot for Social Development and Ministry of Women and children Affairs. NORAD supported CFS program is implemented in Addis Ababa city administration /Kolfie Keranio and Gulelle sub cities/, Metema woreda /Metema and Gende-Wuha towns/, and at national system level with the overall objective of contributing to the establishment of child rights responsive state and non-state mechanisms and systems in Ethiopia. The program has established/strengthened child led initiatives of (in school child clubs, out of school child clubs, child parliament, child networks), child focused structures like SAGs, and linkages of child led initiatives to the budget and local council systems. SA is under implementation by children, communities and service providers. Children have been participating in woreda council meetings which take place for budget approval, and raised issues of children. Some of the issues are considered by councils, and addressed by the budget systems. Child led structures are well linked to CRCCs and women and children affairs offices; and are able to solve issues of children in integrated manner. A lot of violence/ignorance/food support/service delivery issues have been identified by children and child focused groups; and most of the issues are solved with the involvement of CRCCs, SAGs, local women and children affairs offices, schools, police and councils. Experiences in some of our intervention areas have also evidenced that non-state actors can be part of the solutions for improving lives of children. Commitment and involvement of women and children affairs offices at each target sub city and woreda as advocates of children has helped out proper implementation of the program and achievement of the results.
SCI’s CFS, together with its partners, has contributed to various achievements and changes by NORAD supported program. Among the results, best practices of the program will be identified, documented, and also shared to facilitate learning in the program, among partners and stakeholders to help program goal achievement in the long run. Accordingly, this terms of reference is prepared to guide print out and photograph documentation and dissemination of results, processes, lessons and impacts from implementation of NORAD supported CFS program.
Objective of the documentation
The main objective of this documentation assignment is to capture major project results, good practices, lessons learnt and impacts in the program and share the results to partners (CSOs and governmental offices), SC thematic sectors, and stakeholders and facilitate learning among partners and stakeholders.
Key issues to be captured in the documentation
Number of child led groups (school child rights clubs, child led initiatives, child parliaments) established/strengthened by the project; number of children (girls and boys including vulnerable children) actively participating in the child led groups.
Views of children on the relevance of the child led structures in enhancing children’s meaningful participation on issues impacting their lives at family, school, community and government structures levels.
Depict the impact of the project on capacity of child led and child focused structures (child led clubs, child parliaments, networks, in school clubs, SAGs)
Depict the impact of the project on children’s capacity (knowledge, skills and attitudes) on children’s rights, their participation in different structures and influencing decisions on child budgeting, planning and other governance issues.
Document any advocacy works by the children and the changes/impacts of these actions.
Document the level of children’s participation in the government budgeting process (budget formulation/planning, budget approval, budget execution/implementation, budget monitoring); number of children (girls and boys) who took part in the budgeting process in the program areas.
Identify which sector government offices have established systems to engage children and other community members in the budgeting process; number and types of issues raised by children and considered by sector government offices in planning and implementation of their plans and programs, and how this has benefited children.
Describe how children have been engaged in monitoring child wellbeing issues and delivery of essential services, and how this has benefited children in the targeted communities.
Identify and describe children’s priorities/issues identified by children, raised and presented to the local government officials, and which issues have been incorporated in sectoral plans and programs.
Document actions taken by service providers and government officials to address identified service gaps or child wellbeing issues, and the outcomes of the actions (e.g. number of children benefited through increased access to education, protected from all forms of abuse, etc.).
Describe how the social accountability groups are structured and the extent to which the SA groups have empowered citizens (children and other community members) to demand their entitlements for improved services, and actions taken by service providers and sector government offices to address gaps in services and other child wellbeing issues in their plans and programs.
Identify how many children (especially vulnerable groups) have benefited from this programming (e.g. number of children disaggregated by age and sex who accessed basic and essential services).
Depict the key learnings identified from the process of conducting social accountability programming.
Document how the project has contributed to mainstreaming children’s issue in the plans and programs of sector Ministries, number of sector ministries which integrated children’s issues in their programs, and what are the concrete actions (e.g. including child focused activities, budget, and follow up implementation and reporting on the progress to the MoWCA).
Document the impact of mainstreaming children’s issues in the programs of sectors offices on children (e.g. number of children benefited and how).
Describe how SC has contributed to the development of the National Child Policy and National Plan of Action for Children, and endorsement of the National Child Policy.
Assess the initiatives taken to sustain the child led structures and social accountability groups (how the actors will continue supporting the structures, resources committed by government and other stakeholders for these structures), what additional support is needed to sustain the structures.
Identify major lessons learnt from the program that can be replicated to other areas.
Identify key recommendations to improve the current and future programming.
Methodology
Data shall be collected both from primary and secondary sources. Primary data sources/informants include: members of child led initiatives and child parliaments, members of social accountability committees and groups, sector government officials (particularly from Women and Children Affairs, House of Speakers, Education, council, SC CFS team and partners’ staff. The consultant selected for these assignments will produce quality printouts and pictures. The consultant will use most significant change story techniques to collect, organize and document significant changes in behaviors, systems and service improvements that have been achieved in the target areas, its impact on children, and how the program acts as a catalyzing agent for the registered results. The soft and hard copies of the printout documents and the pictures will be the sole properties of Save the Children. More importantly, most significant case stories shall be documented through interviewing individual cases whose lives have been impacted by the interventions. Cases could be at individual (e.g. a member of the child parliament who is empowered by participating in the parliament and different child focused trainings and become a leader and a child rights advocate in his/her community) or system level (a sector government office which created a mechanism to involve children in the budgetary process and regular council meeting and creates opportunity to raise children’s issues and monitor implementation of the sectoral plans). In addition, review of existing documents such as National Child Policy, draft National Plan of Action for Children and MoWCA’s 2nd Growth and Transformation Plan; partners’ annual progress reports, and workshop proceedings will be used as additional source of data for the documentation.
Expected Outputs and Deliverables
Final detailed technical plan of the documentation work within 5 days of signing of the agreement.
First draft documents (the 20 pages’ report, the 2 pager summary and the photograph) in soft copy format within 21 days of the start of the assignment.
Final version the documents; i.e. a maximum 20 pages’ report capturing the key project results/impacts including most significant case stories (all with pictures), a two pager summary of the report, and a minimum of 100 high quality pictures highlighting impacts of Save the Children’s CFS program in Ethiopia within one month from signing of the agreement.
The consultant shall submit all of the following printouts and pictures in soft and hard copies within 30 days of commencement of the assignment
One report /bulletin/ of 20 pages, 500 copies
A two pager summary, 500 copies
One album of at least 100 pictures, one copy
Note: all deliverables will be produced in English language.

Save the Children’s CSO & government partners and program stakeholders
Communities and children where the project is under implementation as well as other areas targeted for scale-up.
Responsibility of the consultant
Get approval of the technical plan of activities of the consultancy work within five days of contract agreement and also from SC program focal person.
Travel to all listed partners’ offices and target communities, collect data, identify and write general information about the program (including results and impacts), and 5-8 most significant change stories /MSCs/based on the MSC technique and format of CRG.
Reviewing reports, budget analysis, baselines and other secondary documents; select and analyze data to prepare the print outs.
Follow Save the Children’s branding guideline throughout the documentation work.
Produce and submit draft soft and hard copies of the documentation work, both print outs and pictures.
Incorporate comments from Save the Children in the draft documents
Submit final documentation work of the 20 pages report and the two pager summary, in soft copies and hard copies:
Soft copy of the 20 pages report, and its 500 hard copies
Soft copy of a two pager summary of the document, and its 500 hard copies
Soft copy of one photo album of at least 100 pictures, and one hard copy
The consultant is responsible to hire his support crew in the ways he finds fit for the quality of work we demand of him/her and Save the Children is not responsible for the cost this incurs. She/he is also responsible to retake any or part of the documents if submitted below the required quality at his or her own expense. Save the Children shall not pay for all or any part of the printouts prepared below the required quality.
The consultant is responsible to complete the documentation work and submit all deliverables in 30 days from signing of the agreement.

Application Procedure
Interested applicants should submit their technical plan and budget proposal (competitive price) in line with the Terms of Reference. The technical plan should indicate detailed schedule of activities and also how the documentation will be conducted within 30 days’ period from the date of commencement of the assignment. The applicant shall submit a clear technical plan and budget proposal for the whole assignment.
Qualification and experience of the consultants
Second Degree and above in social science such as developmental studies, journalism and communication with good experience of documenting results and case stories, printout production and documentations, editing, directing, scriptwriting, photography, etc
