JOB TITLE: Finance Officer

ACCOUNTABLE TO: Rapid Response Manager with a Technical Line to the Country Finance Controller

RELATIONSHIPS INTERNALLY: Rapid response team, PD (Emergencies), WASH Coordinator, Consortium Lead Nutrition, Finance team, Compliance Officer, Logistics Team, Area Coordinators, field based finance officers.
RELATIONSHIPS EXTERNALLY: IRC Consortium team
To ensure strong financial management of Concern’s OFDA funded 3 year rapid response program as per the donor project contract agreement. S/he will ensure correct coding, expenditure, reporting, and documentation for the project. S/he will ensure the status of the project is continually monitored and will produce high quality financial reports for the project on a regular basis. S/he will provide support and follow up to finance officers at the field level.
MAIN DUTIES AND RESPONSIBILITIES
· Prepare high quality and timely internal monthly finance status reports and reports for the consortium lead IRC as per the consortium schedule
· Prepare high quality timely reports for the donor as per the donor reporting schedule (quarterly, semi-annual, annual, final)
· Work with the rapid response team to ensure correct utilisation and monitoring of the project budget
· Highlight any expenditure that is potentially off track and ensure corrective action is taken to keep expenditure on track
· Record all bank and cash movements of the project at HO level
Review the monthly Management Accounts for the project and ensure cohesion between the donor status report and the management accounts, providing feedback to the Senior Finance Officer and the CFC as needed
· With the program team revise the budget if needed
· Review all project related transactions, cash/bank books and other journals on a monthly basis
· Prepare bank reconciliations
· Prepare journal vouchers for various non-cash payments
· Maintain regular communication with the field finance officers, follow up all project field offices performance in terms of budget utilization, tracking and donor compliance, carrying out regular visits to field offices
· Ensure Concern and donor compliance is adhered to, consulting the Senior Finance Officer Compliance as needed and being fully familiar with policies and procedures
· Check and review project field offices monthly financial reports in terms of:
ü Accuracy
ü Completeness
ü Budget utilization status
ü Coding etc.
· Prepare and review project staff payroll
· Prepare, reconcile and maintain balance sheet account schedules for selected balance sheet items which are related to the project
· Responsible for preparing, reconciling and maintaining project staff cessation schedule
· Prepare staff final payments as project staff leave the organization
· Follow up VAT reimbursement, if any
· Check project staff per diem payments requests and settlements
· Check and follow up project staff float settlement
· Manage fuel coupon related transactions
o Check and follow up fuel coupon requests and consumption
o Review fuel coupon consumption against the receipts
o Liaise with field office staffs regarding fuel coupon management
· Ensure that proper project documents are in place and actively participate during external/internal audit
· Carry out finance training for field based programme staff
· Participate in finance department trainings and workshops as requested by the CFC
· Actively participate in annual inventory process
· Carry out any other duties requested by the Rapid Response Manager or the Programme Director (Emergencies)
· Actively participate and prepare documentation during internal/external audit
Requirement
· Masters degree with min. 3 years relevant experience or
· Bachelors degree with min. 6 years relevant experience.
· Min 3 years NGO Experience
· Computer Literate
· Fluent spoken & written English
· Report writing ability
· Good management and communication skills
· Ability to work as part of a team
· Good administrative experience and capacity
