1. Position Title:-Specialist, Human Resource and Organizational Development – Learning & Development
Duty Station: - Addis Ababa (Head Office)
Availability: -As soon as Possible
Job Purpose: - to conduct systematic assessment and analysis of organizational, individual and group learning and development needs; to participate in the production of annual learning and development plan; to prepare annual learning and development calendar; to organize, coordinate, implement and evaluate learning and development programs; to participate in the development of systematic succession planning program; to employee career development; to competency framework development; to evaluate the impact of LD interventions; to participate in performance management, recruitment and induction, HR Admin and HROD activities; and to conduct HRD related surveys and studies.
Duties & Responsibilities
· Prepares LD need collection tools, gathers organizational, individual and group LD needs using the data collection tools and develops annual LD budget and activity plan;
· Identifies and communicates potential training providers; prepares ToR for certification and group based trainings; negotiates on tailor made trainings; supports procurement processes; receives/gives feedback to training providers; facilitates training related service payments;
· Develops and cascades draft individual annual work plan, self-development and systematic staff succession plan for key positions; employee career development; competency framework development; develops draft monitoring and evaluation or follow up mechanism to track the effectiveness of the learning and development programs;
· Designs and creates training manuals, course materials; delivers training to employees; facilitates/coordinates in-house trainings and ensures the delivery of high quality learning and development programs in accordance with the Exchange’s standards;
· Conducts HRD related studies such as develop/review learning and development policies, manuals, guidelines; salary and benefit surveys, staff satisfaction survey, human resource planning etc.;
· Maintains a database of learning providers in different areas; maintains effective record and documentation of learning and development initiatives, documents and expenditures; ensures staffs who will participate in LD programs sign service commitment agreement;
· Contributes for the preparation of the corporate’s and division’s short, medium and long term plans and produces annual individual plan; produces training evaluation, weekly, monthly and quarterly reports and compiles/prepares and disseminate quarterly HR Newsletter;
· Performs administrative tasks such as monitoring costs, scheduling classes, setting up systems and equipment, and coordinating enrolment;
· Liaisons with other functional departments to ensure fair distribution of LD opportunities and efficient utilization of approved LD programs; communicate with local and international training provider institutions, funding agencies and companies in the financial sector;
· Participates in other human resource management activities including recruitment, HR administration; HROD and performance monitoring as demanded;
· Participates in the recruitment campaigns; conducts preliminary recruitment tasks of assessing position requirements, checking essential administrative procedures and manpower plan with respective Managers, reviewing job descriptions and announcing vacant posts;
· Actively participates in the development and revision of human resource administration policy, procedure and guideline; actively participate in organizing and coordinating of the overall activities of Human Resources Administration Division;
· Performs other related duties assigned by the immediate supervisor.
Required Skill
· Knowledge on basic Computer Skills/Application of MS Office;
· Critical and analytical thinking that can relate LD needs with corporate strategy;
· Efficient verbal and written communication and report writing ;
· Knowledge on adult learning, Facilitation skill, Coordination and follow up skill, Emotion management skill;
· BA/MA in Management/ Economics/Human Resource Management/HROD or related fields;
· 4/2 years of relevant experience in Human Resource Development, Training Management, HR Administration, Training and Research and minimum of one year of experience in learning and development area;
Required Skill
