Organizational Context and Scope:
Under the overall supervision of the Resources Management Officer, SLO Addis Ababa and the direct supervision of Resources Management Officer –Finance, and in close coordination with the Project Manager for EUTF project in IOM Addis Ababa, the incumbent will facilitate the implementation and financial monitoring and reporting of the EU funded project, “Facility on sustainable and dignified Return and Reintegration in support of the Khartoum Process” (RF project) and Better Migration Management (BMM) program in Ethiopia. To this end he/she will be responsible for the coordination and management of financial and administrative components of the project. In particular, he/she will:
Responsibilities and Accountabilities:
1. In coordination with the RMO-Finance and Project Manager, monitor and oversee the financial management for all activities related to the RF and BMM projects including; oversight of financial expenditures and accountability.
2. In coordination with RMO -Finance and Project Manager, initiate and undertake financial analysis and file reports of all activities for the projects. Draft Donor Financial reports and assist in ensuring that all commitments are cleared from the project.
3. In coordination with the RMO-Finance and Project Manager, ensure the preparation and timely submission of project implementation plans with required budgets, human resources, and financial progress reports.
4. Financial forecasting during project implementation phases, ensure all commitments of the project are actively monitored in coordination with Procurement staff in the Mission.
5. Assist in establishing a project-level budget monitoring and reporting system, monitor budget expenditures and maintain a proper record of approved project budgets and their revisions. Ensure accuracy of supporting documents.
6. Respond to queries with respect to financial aspects of the projects , liaise with EU appointed and external auditors wherever required;
7. Ensure that vendor, customer and General ledger L accounts are cleared in a timely manner and review all other outstanding financial matters with banks and suppliers.
8. Undertake quality control checks on monthly accounts, ensure that all open items including bank reconciliations are cleared in a timely manner and review all other financial matters with banks and vendors throughout the project cycle.
9. Supervise and provide guidance to relevant Finance and Admin Assistants working under the project with recommendations and follow-up for changes in internal control system.
10. Liaise with the Project Manager and Procurement Officer in organizing and following up on various trainings and purchases for successful implementation of the project;
11. Liaise with the RMO-Finance and HR Unit to ensure that salaries for relevant staff and consultants are correctly allocated to this project and in consistent with IOM’s projectization criteria and rules, and oversee the settlement of travel claims to accurately follow DSA rate, exchange rate and IOM Rules and Regulations, with supporting documentation. Process payments, file and archive all relevant documents (vouchers, invoices);
12. Maintain inventory of records of project deliverables, documents, files, equipment and materials; and in coordination with RMO-Finance, liaise with IOM-HQ Geneva, MAC, PAC Brussels, the Regional Offices in Nairobi and Cairo and other IOM missions concerned to coordinate financial responsibilities for the project.
