Background
STEM (2017-2022) is a Global Affairs Canada–funded project which aims to increase the number of Ethiopian men and women with relevant skills and qualifications for work in the mining sector as part of the country’s National Growth and Development Plan (2016-2020). The project’s goals are to strengthen university and technical vocational institution’s capacity to produce skilled and qualified graduates that have relevant technical and environmental skills and knowledge for the mining sector; to improve the instructional capacity of university/TVET instructors; and to ensure that community members, especially women living in and around mining sites have the appropriate skills and abilities to benefit from employment opportunities resulting from mining activities.
Project and contract period
The STEM project runs from December 2016 to April 2022. The Labour Market Analyst will participate in the Tigray mining labour market study to be implemented between November 2017 and April 2018. The job is a contract position for a total of 34 working days. The position is expected to start in early November 2017 and be completed by March 31, 2018.
Scope of Work
The Ethiopian Labour Market Analyst (LMA) will work together with the Canadian Mining Labour Market Specialist (MLMS) and staff of the Ministry of Mines, Petroleum and Natural Gas (MoMPNG) to conduct a mining labour market study in the Tigray region of Ethiopia. The objective of the Tigray mining labour market study is to describe the labour market needs of the mining and exploration sector in Tigray region as a basis for planning training and education programs that will create employment opportunities for Ethiopian men and women and support future growth of the sector.
Currently very limited data exist on the occupations and skills required to participate in exploration and mining activities in the Tigray region. The reason for this information shortage is, in part, because commercial mining activities make up a relatively small component of the sector when compared to artisanal and small-scale mining (ASM) activities. Furthermore, very little information is available on the volume of exploration activities in the region or on the occupations in highest demand for this specialized sector even though the development of any mine depends first and foremost on successful prospecting and exploration activities. A mining labour market study in the Tigray region will support the development of specialized training programs, both TVET and university, to develop a pool of qualified men and women who can work in the exploration andmining industry in the region as it expands over the next 5 to 10 years. The Ethiopian LMA will contribute to the Tigray mining labour market study by collecting secondary data from the Central Statistical Agency of the Government of Ethiopia as required, supporting the development of primary data collection tools (questionnaires and key informant interview guides) and participating in the collection, entry and analysis of primary data about employment in the mining and exploration industry in Tigray.
