Background:
Feed the Future Ethiopia Growth through Nutrition activity is a five-year (2016-2021) multi-sector nutrition and water, Sanitation, and hygiene (WASH) project aims to improve the nutritional status of women and young children in Ethiopia. It is implemented in 100 Woredas selected from four regional states (SNNPR, Oromia, Amhara & Tigray) of Ethiopia. Livelihood and agriculture, social and behavioral change communication, nutrition quality improvement, multi-sector coordination & capacity development, and water, sanitation and hygiene are the five intervention pillars or approaches of the project. Its general objective is to improve maternal, infant, and young child nutrition with the focus on the first 1000 days and its primary targets are over 1 million pregnant women and children under two and 28,500 most vulnerable households.
The livelihood and agriculture component of the project is implemented by Land O’Lakes International Development under the supervision of Save the Children International. Land O’Lakes International Development planned and implementing a number of livelihood improvement and Nutrition Sensitive Agriculture practices, including developing various guidelines and training manuals. In line with this, Land O’Lakes planned to assess the economic capability of NMVHH for cost-share and design its implementation guideline. Land O’Lakes International Development decided to accomplish this work with professional short term consultant.
Job Summary:
The consultant will develop an assessment tool, undertake the study by selecting representative sample NMVHHs from sample intervention Woredas selected in different agro-ecologies and livelihood systems, and prepare and submit assessment report with feasible cost-share and implementation modalities to Land O’Lakes International Development Growth through Nutrition Project Office.

Summary of different deliverables
Inception Report – The inception report will be a scoping exercise for the evaluation and will include the proposed methodologies, data collection and reporting plans with draft data collection tools such as interview guides, the allocation of roles and responsibilities by/within the consultant/team of consultants, a timeframe with firm dates for deliverables, and the travel and logistical arrangements. The report will also include the proposed experts and their competencies to undertake the assessment work.
Debriefings/feedback – Growth through Nutrition management – The consultant will report its preliminary findings to Growth through Nutrition Management and Growth through Nutrition livelihood team in a timely manner (3 weeks), and will adhere to the above-mentioned review process. The consultant will present the full draft report to Growth through Nutrition livelihood team within 5 days of the debriefing meetings. The draft report, will include identifying key findings, conclusions, recommendations and lessons for the current and future operation, and take in consideration the outputs of the debriefing session.
Final report – The final report will contain a short executive summary (no more than 1,000 words) and a main body of the report (no more than 10,000 words) covering the background of the assessment, a description of the evaluation methods and limitations, findings, conclusions, lessons learned, clear recommendations. Recommendations should be specific and feasible. The report should also contain appropriate appendices, including a copy of the ToR, cited resources or bibliography, a list of those interviewed and any other relevant materials. The final evaluation report will be submitted one week after receipt of the consolidated feedback from GtN management.
All products arising from this assessment will be owned by the GtN. The consultants will not be allowed, without prior authorization in writing, to present any of the analytical results as his/her own work or to make use of the assessment results for private publication purposes
Expected places of travel: In representative sample Woredas selected from GtN operation regions of Amhara, Oromia, Tigray and SNNP region
Consultancy Fee: Payment shall be made based on the agreed deliverables and timelines.
Duration: From approximately Nov 2017 – Dec 2017 with a maximum number of 60 days (with 30 days in the field)
