Scope:
The scope of the position is to do proper hygiene and sanitation promotion activities by using appropriate hygiene promotion approaches based up on the context of the emergency, actively participate in the NFI distribution, Cash transfer program, in beneficiary selection/ verification, community mobilization, monitoring and evaluations in the emergency affected communities in Oromia regional state
Summary Statement of Responsibilities:
Under the direct supervision of the Cash Transfer Officer , the mobile Hygiene and promotion Assistant Officer is responsible for implementation and monitoring and evaluation of Sanitation and Hygiene Promotion software component activities of the IRC Emergency Rapid Response/ ERR cash transfer and nonfood / NFI project in the ERR target woredas of Oromia Regional State.
Detailed Responsibilities:
- Conduct verification and detail need assessment and propose the hygiene and sanitation promotion activities to be conducted
- Prepare detail work plans for hygiene and sanitation program activities and ensure proper implementation of planned activities in different emergency context.
- Conduct the hygiene and sanitation awareness raising activities at different emergency affected communities
- Organize and share the weekly, monthly and quarterly progress plan with IRC standard formats
- Serve as the focal point person for all NFI, Cash transfer and hygiene promotion activities for kebeles under his/her responsibility.
- Use basics of participatory hygiene and sanitation promotion approaches based up on the context of the types of the emergency
- Work with Cash transfer Officer and other ERR hygiene promotion team on development, testing, printing and positioning of culturally appropriate IEC materials, and monitoring tools and ensure proper use of the IEC/ BCC materials
- Working closely with the cash transfer and other ERR HP team and deliver emergency hygiene promotion to different segments of the community including school teachers, Health Extension Workers (HEWs), community leaders and representatives with support from woreda health office.
- Promote safe water treatment at house hold level, ensure the beneficiary can able to demonstrate and practices the proper steps and procedures of water treatment chemical utilization at house hold level
- Develop TORs and strategies to monitor evaluate home water treatment methodologies in the targeted communities and improves based up on the lesson from field
- Coordinate and integrate with woreda and kebele level stakeholders in harmonizing the hygiene sanitation promotion, cash transfer program, NFI distribution and other ERR activates at grass root level during interventions.
- Support the Cash transfer and other hygiene and sanitation Officers in initiating procurement to ensure timely and adequate supplies for hygiene and sanitation activities, cash transfer and NFI activities.
- Document and share lessons learned and success stories in relation to hygiene and sanitation, NFI distribution and cash transfer program to inform future programming.
- With support from Cash transfer officer and other HP team undertake/take part in baseline and end-line quantitative/qualitative evaluation of WASH Resilience project to measure key project milestones.
- Collection, consolidation and reporting of weekly data, necessary for the consolidation of standard project and strategic indicators (number of beneficiaries, number and type of activity performed, results of water analyzes performed ...).
- Ensure community mobilization in all field related to of water, hygiene and sanitation if needed
- Asses the needs of support to build local government capacity in hygiene and sanitation promotion and assist the partners in implementing its existing grass-root Hygiene and Sanitation intervention strategy.
- Ensure that the program resources are implemented in transparent and accountable manner and handed over or ended in a way that promotes local capacities and sustainable operations.
- Organize the beneficiary feedback mechanism is established in inclusive and transparent way and the BF committees are actively participated in all distributions and distributions done in equitable and transparent way
- Take any additional responsibility/ies as requested his/her supervisor or by IRC.
- All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
Minimum Requirements
- Degree or Diploma Public Health, Environmental Health or any other related field
- 1 year relevant experience for Degree and or 3 years relevant experience for Diploma.
- Experience on hygiene promotion with I/NGO in local community settings.
- Previous experience of implementing participatory hygiene promotion and sanitation methods (e.g. PHAST, CHAST, CLTSH) and organizing community mobilizations on key hygiene themes;
- Previous experience of implementing of Emergency hygiene promotion activities, NFI distribution, cash transfer
