Summary of the Position
The Horticulture Project Officer (HPO) will plan, implement and monitor the GEM intervention in the zonal area (range of intervention between 02-05 woredas depending on the zone).
She/he will provide technical advisory services related to all activities related to the promotion of horticulture value chain, s/he will facilitate training, provide follow-up and report on the progress of the project. Furthermore, s/he will ensure that the activities were undertaken are gender transformative and s/he will support the unions and cooperatives in implementing gender-sensitive policies, activities. S/he will provide close follow-up on the youth groups to establish and facilitate coaching.
Key Responsibilities
· Horticulture Value Chain Development:
o Assess market outlets of horticulture products in woreda and zone level as well as assessment of existing horticulture collectors and/or processors in the woreda o Analyse critical issues in the horticulture sector in the woreda’s and provide relevant information to adjust project targets, strategies and resources to ensure progress towards the project outcomes o Facilitate and organize trainings of unions to their cooperative members, by collecting input on the content and method required of the training and collect feedback to improve the services and capacity of the union and cooperatives o Provide assistance in the value chain analysis and development at the level of the cooperative and the union o Establish a sustainable input and service supply system at the level of the cooperatives, in close collaboration with the HZC and the union o Support planning and implementation of production and marketing activities in horticulture o Coaching and advising cooperatives and unions in horticulture and general management services to their members. o Facilitate establishment and capacity support of new and existing horticulture cooperatives |
· Gender and Youth Empowerment
o Analyse the role of women and youth in the horticulture value chain at any point in time and provide feedback to the GYEM team in order to optimize the project’s interventions o Monitor the process and progress of the facilitation work of the gender champions at community level to upscale a transformative vision on gender roles in their own community and in other communities o Participate actively in applying methodologies empowering women in youth to upscale the approach and results, including facilitating meetings and providing input on gender and youth awareness materials to be developed o Coach youth group enterprises and assist them in developing business plans, together with the HZC o Coaching and delivering management advice to cooperatives and unions in gender-sensitive services. |
o Monitor and coach progress at household level on gender and youth
· Planning, Monitoring & Evaluation
o Assist Horticulture Zonal Coordinators to prepare annual, quarterly and monthly plans for effective and efficient execution of the project activities as stipulated in the project document o Ensure periodic data collection for tracking project performance and decision-making o Support the project M&E specialist in project baseline survey, mid-term and final evaluation o Compile and submit timely project performance and field reports o Ensure project performance quality at woreda and zonal level o Prepare regular plan and report to the zonal coordinators for the assigned operational areas o Document lessons and share with zonal coordinators, other team members, and unions |
Minimum qualification and work experience required for the post
· B.Sc. Degree in Management of rural economic organisations, Agro-economics, Horticulture or related field
· At least 3 years of demonstrated experience in working with cooperatives
· At least 1 year of demonstrated experience in working with VSLA: Village Savings and Loan Associations
· Experience and/or knowledge in gender-sensitive approaches
· Education and/or experience in cooperative development is an asset
Skills
· Motorbikes driver license is a must
· Excellent language skill of Oromiffa is a must
· Willingness to travel frequently to woreda’s/kebeles is a must
· Good English skills required
· Excellent interpersonal skills, able to relate and engage effectively with a wide range of people, team player, willing to learn from others
· Computer skills – able to use Word, Excel, Outlook
