Overall Objective of the Job:
The Sub Grants Officer assists in the management of financial and administrative matters that relate to ICAP sub agreement with implementing sub recipients. S/he is responsible for advising and supporting the Sub-grant Manager concerning matter related to sub grant management, including managing and implementing financial, budgeting, and accounting matters to sub recipients and ensure all expenditures are compliant with sub agreement and funding Agency’s requirements. S/he will work closely with the Sub-grant Manager to achieve the following responsibilities of overall sub grant management at the phases of pre-award, post-award, and project closure.
Major Duties and Responsibilities:
.Assists the Sub-grant Manager and Collaborates with sub recipients on budget development and amendments;.
· Support Program team and sub recipient in the preparation of realistic, achievable, and as required revises grant budgets;
· Participates in execution of new sub-agreements (Scope of Work, Budget, Budget Justifications, Pre-ward Assessments, Sub Recipient Risk Assessment, Orientations, etc).
· Ensures sub agreements are complete, accurate and promptly signed;
· Ensures proper implementation of sub grant/contract agreements;
· Provides technical assistance to sub recipients in the sub grant management and to improve their administrative and financial systems;
· Ensures that applicable policies and procedures; Standard Operating Procedures; and standard provisions of funding agency related to sub grants are adhered to.
· Maintains grant records; compiles and submits periodic reports;
· Reviews status of sub grants by activities and overall grant budget and proposes ideas where necessary to request revision, extension or any appropriate action accordingly;
· Conducts supportive site visits to ensure sub-recipients’ compliance with the terms, conditions, and specifications of the sub award; monitor and manage issues of non-compliance.
.Communicate results and follow up improvements; Manage grants /contracts and the budgets of Sub-grantee and in the processing of advances and its settlement
· Reviews the audit reports of sub recipients and any audit findings, and ensures whether corrective actions are taken by the sub recipients to their audit findings;
· Ensures ICAP standard operating procedures and sub agreement terms are compiled for outsourced training services and renovation contracts;
· Provide periodic management information on grants;
· Assist in ensuring ICAP technical advisors and Partners’ concerned staffs are provided with the information and training they require in understanding donor guidelines and complying with .ICAP Ethiopia grant management procedures;
· Ensure that project grant is complete and accurate from a financial perspective in advance of grant closure;
· In the absence of the Sub Grants Manager, replace and carry out his/her duties and responsibilities;
· Carry out other duties as required
Qualification and Experience:
Degree in Accounting from a recognized institution.
Minimum of 4 years experience that is directly related to the duties and responsibilities specified above.
Previous experience in international NGO is required.
Ability to communicate effectively, both orally and in writing.
