The Ethiopian Society of Sociologists, Social Workers and Anthropologists (ESSSWA) has been implementing project entitled: “Strengthening Public Sector Social Services System in Ethiopia (SPSSSSE)” with a financial and technical support from the United States Agency for International Development (USAID). The overall objective of the project is to improve the social service provided to HIV and AIDS infected and affected adults, Orphan and Vulnerable Children (OVC) and their families in Ethiopia by strengthening social service delivery system and workforce in four Regional Sates (Amhara, Oromiya, SNNP and Tigray) and Addis Ababa and Dire Dawa City Administrations. ESSSWA is currently looking for competent and qualified candidates to fill the position of Regional Coordinators for this project. The incumbent will also support OVC focused case management systems strengthening activities that ESSSWA is implementing in partnership with FHI360 as part of USAID caring for Vulnerable Children (CVC) activity. Position: Regional Workforce Development Coordinators
Number of vacant positions: 3 (Baher Dar, Oromia and Hawassa), 1 at each fhi360 regional office, full time.
Reports to: FHI360 Regional Office Manager
Job Purpose:
The Regional Coordinators are expected to have familiarity with the full range of activities related to social service workforce development program and OVC focused case management systems strengthening activities in Ethiopia. And, s/he will be responsible for the coordination, facilitation and overall implementation activities of the projects within the project target regions.
Key responsibilities:
· Support ESSSWA, fhi360 and local implementing partners to maintain effective partnership with relevant government offices (BoWCA, BoLSA and HAPCO/RHB) in planning and implementation of social service workforce development and OVC focused case management systems strengthening activities.
· Assist ESSSWA, fhi360 and local implementing partners in the development and implementation of social service workforce and case management systems strengthening activities with focus on the improvement of OVC and HIV and AIDS services,
· Facilitate and coordinate training on workforce development and case management system strengthening in close collaboration with local partner organizations and government offices,
· Contribute to capacity building of local government and community structures on social workforce development and case management systems strengthening (e.g. Community Care Coalitions),
· Work closely with Regional Labor and Social Affairs, Women and Children Affairs, HAPCO and their zonal and woreda structures,
· Provide ongoing technical assistance for social workforce training institutions, para-social workers and CVC-LIPs for successful implementation of project activities
· Support on the development and revision of training curriculums, guidelines and procedures,
· Support assessment and quality assurance activities related to social service workforce development and case management systems strengthening
· Promote compliance to ESSSWA and FHI360 grant and finance management policies and procedures,
· Conduct monitoring and supportive supervision visits to project sites and submit reports for decision making,
· Compile and submit periodic high-quality reports on progress of the project activities,
· S/he is technical personnel and will be responsible for the implementation of the project activities in the target regions/cities.
· S/he will oversee the overall coordination at regional and zonal level activity implementation including training and deployment of Para-social workers in collaboration with BoLSA, BoWCA, TVETs and Universities, social service sectors,
· S/he will be responsible to organize regional level social service sensitization workshops and events in collaboration with fhi360-CVC project
Qualifications and Skills:
· Master’s Degree in Social Work or Public Health and/or their combination. Candidates who have Masters in Sociology, Psychology or related disciplines will be also considered.
· Five years or above experience in program coordination and capacity building especially in social service workforce development and experience in closely working and supporting Government and other stakeholders involved in OVC, HIV/AIDS and related projects,
· Having experience in managing/coordinating OVC and HIV/AIDS projects funded by USAID is strongly preferred,
· Demonstrated knowledge and skills in case management practices in the context of HIV/AIDS infected and affected children
· Excellent command of written and spoken Amharic and English. Speaking local language of duty station is an asset
· Strong analytical and writing skills
· Demonstrated facilitation skills and ability to present and articulate messages at public meetings, trainings and conferences,
· Ability to take initiatives, solve problems, facilitate team work and smoothly handle overloading and priorities,
· Motivation and ability to meet deadlines with short notices,
· Proficiency in basic Microsoft Applications , including, word, excel, statistical software, internet, e-mail, etc
Duration
After successful completion of probation period, the successful candidate will be employed for one year with possibility of extension upon availability of funds.
