1. Background to the Assignment
Maxwell Stamp PLC (MSP) is preparing to bid for the DFID-funded project: “Strengthening Host and Refugee Population Economies (SHARPE)”. This programme is a market development programme working in three key refugee areas in Ethiopia, which are
- Gambella: Hosting the largest number of refugees of any area in Ethiopia, this area has been a site of ethnic conflict. It is also an area with high agricultural potential.
- Dollo Ado: This area has the second highest number of refugees in Ethiopia, mostly from the conflict in Somalia. This is a very poor area which has been severely affected by drought.
- Jijiga: This area has played host to Somali refugees for almost three decades. Relative proximity to urban areas and the protracted nature of the displacement make this an important focal area for SHARPE.
2. Scope of Work / Overall Responsibilities of the Team LeadersThere will be a central coordination unit in Addis Ababa managed by the senior management and operational team supported by three hub-based programme teams in the three refugee areas named above. The Regional Team Leaders will provide a regional presence in each of these hubs, working closely with the senior team in Addis to provide day-to-day leadership and management to deliver the programme. The candidate for the role of Regional Team Leader in Gambella will require the following credentials:
The Regional Team Leader for Gambella will be based in the regional office near to the refugee camps in Gambella, Ethiopia. Travel to Addis, and possibly other regions, will be required during the course of the programme.
3. Level of Effort
This will be full-time position and the duration of the programme is 39 months. The Regional Team Leader for Gambella will have a maximum input of 748 working days (based on a 5-day week) from the agreed starting date of the programme.
