Position Title: Field Office Manager

Purpose of the Position:
To manage all operational activities and resources of CRS/ET field office, which comprises of commodity movement, storage, controlling, financial expenditures, administering of Field Office Staff, premises and properties.
To oversee the monitoring of food commodities dispatched from the Primary Distribution Point to partner’s/ consortium partners.
Manage and ensure that Food Monitoring Unit staff assigned to the Field Offices obtain administration services from the Field Office.
Represent and manage the Field Offices relation and with government, partner and other stakeholder and represent the Field Offices at all times in the region.
Ensure and facilitate CRS program and business unit need to obtain the necessary support during their visit for monitoring and project issues in the region like vehicle rent, accommodation and payment when required.
Job Responsibilities:
Supervisory and control activities
Exercises general direction and controlling over the entire operational activities of the field office;
Supervises and controls the proper handling of non-food items stored in the field office
Supervises the activities and performance management of staff under his/her supervision
Supervise Food Monitoring Unit staff members.
Carry out implementation of food monitoring plans as provided by the Food Monitoring Unit Coordinator
Provide the necessary support and supervision for food monitoring activities, monitoring emergency food aid program and development food aid program commodities.
Orient and train employees and provide on the job and other training opportunities. Coaching and disciplining staff Office Manager.
Manage and ensure that Food Monitoring Unit staff assigned to the Field Offices obtain administration services from the Field Office.
Represent and manage the Field Offices relation and with government, partner and other stakeholder and represent the Field Offices at all times in the region.

Commodity and Stores management
Controls the commodity movement into warehouses and from warehouses to distribution centers;
Obtain inspection result of spoiled commodities from convened government offices and follows up disposal of unfit commodities and required formalities and documentations are maintained as per CRS/ET’s and donors requirements;
Ensures that the warehouse and transport losses are recorded, reports are properly completed and submitted on time;
Ensures monthly physical inventory of food commodities at the PDP;
Ensures and properly tracks best use by date (BUBD) of food commodities.
Assess the storage requirement of country programs and provide feedback, conduct assessment availability and price of storage with the team that comprise Field Monitoring unit
Transport Management
Ensures that transport carriers are available and are arranged to move allocated food to centers by coordinating with CRS/ET’s Logistics Department;
Ensure and properly manage vehicles that are assigned for Food Monitoring Unit and for the PDPs.
Ensures that commodity dispatched from the PDP are delivered to the right distribution centers
Financial Management
Based on instruction of CRS/Logistics Department, coordinates and facilitates the receiving of loan and repayment of loans with field office of EFSRA;
Co-ordinates with CRS/Logistics and Finance on financial needs of the field office;
Approves and authorizes all financial transactions of the field office;
Ensures the accurate and the orderly receipts and disbursement of money, recording same with original documents to CRS/Ethiopia Finance through Logistics;
Ensures trucks and other vehicles operating under CRS/ET field office are maintained and repaired as required
Preparation of reports
Ensures accurate and orderly periodical reports are forwarded to CRS Logistics Department within the time limit;
Administrative activities
Coordinates with CRS/Logistics department and Administration on personnel records staff requirements, vehicles, furniture etc.;
Administers personnel matters and staff benefits of the field office, schedules annual leaves of employees and administers the leave accordingly. Co-ordinates with CRS/Admin on yearly staff benefits such as working clothes etc.;
Manages and consistently looks after CRS/ET’s premises and properties at the field office;
Ensures the adequacy of the security and property recordings;
Evaluates the workload and authorize overtime work;
Review and approve commodity requisitions and ensure proper dispatch as per the approved allocation.
Maintain and manage CRS resources under the Field Office and ensure stewardship on CRS resource utilization.
Representation
Represents CRS/ET in business matters related to CRS/ET operations (Government NGO, INGO and others);
Performs other related duties as required.
Education and Experience
MA/MSC degree or BA/BSC degree in relevant field with 4 years' relevant experience for MA/MSC degree or 6 years' relevant experience for BA/BSC degree
Excellent knowledge of materials management policies procedures; principles and practices
Excellent knowledge of accounting concepts, principles and practices
Excellent knowledge of personnel management principles and practices
Excellent knowledge of Ethiopian labor law
Ability to supervise the compilation and recording of expenses
Ability to maintain good working relationship with employees and keep records up-to-date
Ability to organize and coordinate trucks used to transport orderly to various centers
Ability to understand and execute oral and written instructions
Skill in the use of computer and S/W related to the job
