Terms of Reference:
Review on the inclusion and benefit of older people in existing social protection instruments.
Background:
HelpAge International is a network of not-for-profit organization with a mission to work with and for disadvantaged older people worldwide to achieve a lasting improvement in the quality of their lives.
Currently, HelpAge International Ethiopia Office in Collaboration with Ethiopian Elderly and Pensioners National Association (EEPNA) is implementing a project which promotes the inclusion of older people in the social protection programs and improves accountability of service providers and policy makers.
The strategic goal for the programme is that by the end of 2020, older women and men in Ethiopia lead more dignified, secure and resilient lives.
By the end of the programme, it is envisaged that older people will have access to age-appropriate health, HIV and care services, and to social entitlements that will better enable them to meet their needs.
The programme will also improve accountability of service providers and policy makers locally and nationally.
The programme has the following outcomes:
Outcome 1: Older people in the country, including the most marginalised older women and men, benefit from increased access to nationally appropriate, inclusive, effective and sustainable social protection mechanisms.
Outcome 2: National social and health protection policies, public governance systems and structures at all levels are more responsive and socially accountable to older women and men's entitlements and needs
Outcome 3: Civil Societies and their networks, communities in the country demonstrate more supportive attitudes and actions to promote the issues of older men and women in attainment of their entitlements
Purpose of the Study
The purpose of this study is to gather age and sex disaggregated data on the actual number of older people who benefit from the existing social protection instruments such as Productive Safety Net Program both in rural and urbans settings; contributory pension in public and private sectors and community based health insurance scheme and to analyze the impact and challenges of the schemes in addressing the issues of older people.
