Introduction
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance with, shelter, Education, Food security and Livelihood and water, sanitation and hygiene (WASH).
NRC is active in Ethiopia since 2011 in response to influx of Somali refugee to the country and have base in Addis Ababa, Dollo, Gambela, Jijiga, Shire and Assossa focusing on Food security and livelihood, WASH, Shelter and education. Within Dollo-Ado Woreda, the organization is operational in Heloweyn, Kobe and melkadida. Heloweyn is located around 40Km in North of Dollo town with a total number of refugee 40,000 persons, majority of the refugee are women and children with low literacy rate.
Project Background
NRC has been working WASH services in Hilaweyn after successful handover by Oxfam on June 2014. This project focuses on all WASH components including water supply through upgrading and maintenance of existing pipeline systems and the establishment of new infrastructure, latrine construction and maintenance, vector control and Public health promotion. GIS mapping is very important in designing and planning a project to know the status it also avoids duplication of effort. It helps in allocation of WASH facilities within the beneficiaries so as to achieve the standard of access in terms of distance.it is helpful in implementation to identify those requiring maintenance and dividing activities among the team, In addition it helps for easy monitoring and evaluation of project achievements and to easily interpolate access and adequacy of WASH facilities.to sum up: Integrating GIS in WASH program helps in implementing target based interventions as it will help to build a model of the complex environment in a much simpler and easier way for you to understand the environment and make proper and informed decisions. Continuing developments in free open source GIS software for both desktop and web application is opening up great possibilities for capturing and processing geographical data, and then publishing maps. The ability to manage information on water and sanitation services has wide-ranging benefits for project planning and design, monitoring and evaluation, advocacy and accountability.
General objective
To give basic knowledge on GIS applications to enable staff collect, analyze, interpret and map all WASH facilities in the project.
Scope of assignment
Training of 10 Staff on GIS Data Collection, analysis and mapping
Specific responsibilities
Ø Practical Collect some WASH facility data Using GPS
Ø Producing map of the sample WASH facilities
Ø Installation of Arc GIS to participants
Ø Design sample project that integrate remote sensing data, sample WASH facilities GPS based field information in proper geospatial frame work
Ø Carry out sample facility modeling using GIS
Ø Digitalizing and scanning of maps of the sample WASH facilities
Ø Marking Points in the project Map
Ø Analyzing GIS data on the sampled WASH facilities.
Ø Sharing the soft copy and hard copy of all training materials
Ø Analysis should indicate water coverage, accessibility in terms of different distance
Ø Producing Maps from larger Maps
Ø Mapping sample sites with different WASH facilities.
Deliverables
The consultant is expected to provide the flowing outputs soon after the assignment. Trainer should prepare brief description of how they will do the activity mainly methodology and proposed budget shortly before the evaluation. The required out puts are but not necessarily limited to
Ø Report summarizing the result of the assignment
Ø Training manuals in soft and Hard copy to each participant
Ø Up dated GIS software installation to each participants
Ø Collected GPS data and Maps with different markings as discussed
Ø Different maps with sample WASH facilities
Ø Certificate of participation to all trainees
Ø The designed GIS sampled WASH Facilities
Duration of Study and Venue for the Training
The training will take place at Dollo/ Heloweyn and the venue will be provided by NRC. !0 persons will participate the training for Duration of five days.
Requirement for the Trainer
Ø BA in Geography, BSc in Geology, Engineering Department or other related feld of study
Ø Minimum 2 years’ experience relevant to the work and as trainer in GIS or give GIS courses at University level.
Ø Good understanding of different WASH facilities; watershed management and agro ecology analysis.
Ø Proven track record of capacity building in GIS and spatial data management
Ø Familiarity of Somali culture and the area of work is advantageous
Ø Good interpersonal skill
Ø Excellent command of written and spoken English
Ø Strong back ground of GPs data collection and mapping
Ø Having certified relevant training will be an added advantage
Ø Knowledge on Remote sensing
Cost and Selection of trainer
The cost of the training will be based on competitive bidding and the one that quotes the least will be awarded.
