ROLE PURPOSE:
Under the direction of the Chief of Party, the Finance and Donor Compliance Manager will be responsible for planning, organising and controlling financial operations of the INSPIRE project as implemented by country office in Addis Ababa and sub offices in Afar and Amhara. S/he will ensure that financial regulations and controls are in place at all times; ensures that financial reports meet the required standards of the Donor-Global Affairs Canada (GAC) and the organization (SC); develops and maintains timely and accurate reports; provides technical support to the finance team at field offices, when need arises and supports partners and collaborators. He/she will work closely with the finance team in the country office and field offices. He/she will also closely work with the Award teams of the Country Office (CO) and field offices to ensure all award compliance requirements of the project are met; provide guidance, orientation or training to hub staff implementing INSPIRE project about the GAC’s regulations and requirements, when need arises.

Dimensions: Save the Children works in all regions in Ethiopia, with over 40 field offices, a current staff of approximately 1,800 and current expenditure of approximately $100 million each year. The project is implemented in Afar and Amhara regions.

KEY AREAS OF ACCOUNTABILITY:
FINANCE:
· Proposes ideas for updating financial and administrative procedures, guidelines and systems within the GAC and SC guideline and requirements.
· Orients finance and non-finance staffs with Save the Children and GAC financial systems policy, procedures in including partners.
· Proposes on effective working modalities which support good internal control of the project’s transactions.
· Ensures maintenance of appropriate internal controls and financial procedures on Petty cash payments and Checks Petty cash vouchers across the offices of the hub
· Ensures that all financial reporting obligations are met those principles, procedures and guidelines placed by SCI, Ethiopian law, Generally Accepted Accounting Principles and GAC’s requirements.
· Reviews project financial reports from country office, sub offices, and partners, if any and ensure the data is entered to the financial system;
· Performs regular follow-up of fund balance and facilitate budget transfer to the hub and all offices on monthly basis;
· Prepares regular project financial reports to the PD and SCI Ethiopia Finance team;
· Prepares annual project financial report as per the required standard;
· Ensure all requests for information from SC and GAC are responded to in a timely and complete manner.
· Review all project grant reports before sent to the country office finance/Awards team and to donor.
· Ensures that all financial quarter/semi-annual/annual reports are submitted on time
· Conducts at least a quarterly monitoring visits (or more frequent if need arises) to project sites;
· Ensure efficient management of GIK in accordance with GAC and SCI guidelines for GIK exists in the hub and field offices
· Ensure that up to date GIK schedule detailing items received and distributed with their value is maintained for the project.
· Ensure that a quarterly reconciliation of stock records (receipts, distributions, on hand) to GiK schedule and accounting records, with differences investigated.
· Ensure that any losses of GiK are fully documented and written off only is appropriately authorized.
AWARDS:
· Ensure all award cycle processes for the project are followed through workflows on the award management systems (AMS) by the program managers, Regional Coordinators and relevant support teams.
· Ensures all relevant documentation of the project is uploaded in the system/shared folder and maintained in hard copy.
· Ensures Fund Summaries for the project are activated in a timely and accurate manner, alert the PD on any problems/issues identified or suspected.
· Assists the PD with the preparation of budgets for funding applications and monitoring and revision of the project budgets; including phased budget preparation with appropriate codes.
· Ensure and lead the production of detailed BVAs for the project at CO and hubs whereby detailed action plans are discussed, put in place and acted upon; concerns and issues are tracked and shared with the hub and CO team for further action and serve as inputs for CO level BVA
· In collaboration with the Program/project staff, ensures that project budgets are administered in accordance with the terms and conditions of the agreement, per approved phased budget and donor policies;
· Prepare summarized reports of the project on a monthly basis for the PD.
· Coordinate budget realignments, cost and no-cost extension requests.
· Ensure regular monitoring of partners is done for grants with sub grant, if any.
· Collaborate with North-Hub Awards Manager to ensure relevant staff are trained and kept up to date in all donor compliance supporting the hub.
· Works very closely with the Awards unit in the Country office and North-Hub to ensure all standard requirements by GAC and SC are fulfilled.
· Facilitates and support project audit.
· Follow up on implementation of key audit recommendations.
· Ensure SCI essential standard for finance and grants is fully implemented
· Award management systems (including schemes of delegation and systematic record keeping, etc) are in place and comply with the award management Standard Operating Procedures.
· All terms of the award/Fund Summary (including donor requirements, reporting formats, timing and supporting documentation) are complied with as outlined in the Fund Summary.
· Ensures that quarter monitoring of finance and awards essential standards using standard checklist
QUALIFICATIONS AND EXPERIENCE
· Academic Qualification- Bachelor Degree from recognized University in Management, Accounting, Finance
· Work Experience 6 years, out of which 2 years' experience directly related to Grant or finance management and award management or programme management.
· Knowledge and familiarity with GAC, USAID, US Government, UN, DFID, EU, NORAD, and SC member’s rules and regulations
· Computer literate, particularly skilled in Agresso (preferred)
· Highly developed interpersonal and communication skills including influencing, negotiation and coaching
· Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
· Fluency in English, both verbal and written, preferred
