Background
FH-Ethiopia is implementing a five year (October 2016-September 2021) USAID financed Targeted Response for Agriculture, Income and Nutrition project (TRAIN) project in 6 woredas of Amhara region. The woredas are Lay Gayint, Tach Gayint and Simada; (South Gondar zone) and Abergelie, Ziquala and Sahila (Wag-Himira zone). The project’s goal aligns with the GoE’s Productive Safety Net Program (PSNP) goal: Resilience to shocks and livelihoods enhanced, and food security (FS) and nutrition improved, for rural households vulnerable to food insecurity. With this overarching goal the project aims to achieve the following four purposes.
Purpose 1: HHs/communities have increased adaptive and absorptive capacities,
Purpose 2: Increased production of safe, diverse, nutritious and high-value foods,
Purpose 3: Increased equitable income for men, women and youth and
Purpose 4: Reduced acute and chronic malnutrition for CU2, WRA, including PLW and adolescent girls.
Out of the four purposes, purpose 2 and 3 are aimed to improve livelihood of the target households through engaging them in to agricultural value chains/sub-sectors to increase production and income of the households. TRAIN is designed in the way that these purposes could be attained if there is proper integration of the target with market through accurate analysis and improvement of value chains of agricultural sub-sectors. It is believed that this will enable the target households earn better price and consumers obtain increased availability of better quality products. As the result, it is agreed that there is a need to devise mode of engagement into Value Chains for the target households and upgrade the VC to bring better benefits and faire share to all actors along the value chains. FH/E therefore is planning to conduct a VCA and link the targeted farmers with key actors along the VC of seven different agricultural sub-sectors. The actors include, producers, input suppliers, wholesalers, assemblers, retailers, processors, exporters and consumers. This creates improved access to the targeted HHs for input and output marketing.
FH in collaboration with woreda office of agriculture and the community has identified seven sub-sectors in the six TRAIN operational woredas. The selected sub-sectors by woreda are presented in the following table.

The overall objective of the VCA is to analyze potato, haricot bean, honey, goat & fish VCs in Lay Gayint, Simada,Tach Gayint,Abergelie, ziquala and Sahila woredas of Amhara region and assess constraints and opportunities of the sub-sectors and recommend possible implementation strategies that build on opportunities and mitigate constraints for future VC development.
With this overall objective, the specific objectives of the VCA are to:
identify all actors in the VC, their roles, and interrelationships;
identify constraints and opportunities in the areas that inhibit VC growth and competitiveness;
The consulting firm required to apply both qualitative and quantitative methods to generate quality primary and secondary data. The consulting firm will be responsible to select appropriate survey tool for the analysis. As a typical commodity value chain consists of production, assembly, processing, retailing, wholesaling, distribution and consumption. Different actors/stakeholders are involved in the whole process that have different interest and power and who then can positively and negatively affect the efficiency of the marketing system. Therefore, the study expected to apply participatory methodology which considers all these stakeholders along the production to consumption chain. In the methodology section of the technical proposal the firm is expected to discuss the following details.
5. Role of the Consultant
· Submit technical and financial proposal;
· Deliver inception report in one week after selection;
· In consultation with FHE Livelihood and agriculture and M&E staff, develop appropriate quantitative and qualitative research/analysis questions;
· In consultation with FHE Livelihood and Agriculture Senior Advisor, develop data collection, instruments, methodology and tools for the analysis
· Organize team of experts with required education background and experience for the collection of quantitative and qualitative data
· Primary data collection
· Conduct desk review and organize secondary data
· Thematically collate, analyze and interpret the primary data
· Produce draft report and circulate to FHE staff and stakeholders for comments
· Debrief the findings to FHE senior leaders and DFSA program senior staff, key partners and stakeholders
· Refine and submit final report
Review the inception report and action plan and provide feedback
Work closely with consultant to refine proposed methodologies, tools and techniques
Review the data collection instrument to check relevancy and sufficiency to generate the required data across the program intervention
7. Required Qualifications and experience and how to apply
7.1. Required qualification and experience
· The consulting firm should have personnel with relevant educational background and proven experiences on international and local VCA;
· Background on research and adequate experience in designing implementing and evaluating various value chain projects;
· Previous experience of conducting USAID financed Value Chain projects is advantageous.
7.2.How to apply
The potential firm interested to apply for this call forward should at least fulfill the following requirements with the technical and financial proposal submission:
Interested applicants should submit hard copies of detailed technical and financial proposals/budget in a separate sealed and clearly labeled envelops along with credentials to our FH/ ETHIOPIA office located near Bole Airport, Andualem Building along the road from Bole Dildiy to Saris on November 24,2017.
The consultancy tentatively be started on November 21, 2017 and ends on March 1, 2018.
