Responsibility
· Ensure that HI HR in Gambela site is run efficiently and in accordance with HI’s Terms and Condition of Engagement for National Staff, Internal Regulations and Procedures and the Labor law.
o Ensure that HR files/archives of national staff is managed well and updated timely;
o Supervise the HR follow-up of national staff (leaves, attendance, time sheet, salary payments, etc.);
o Support project managers to develop Individual Objectives for their team members and ensure Individual Objectives for support staff are in place;
· Ensure HI Administrative and financial procedures in Gambela are run efficiently and in accordance with HI Internal Regulations and Procedures and donors requirements and respected by all HI staff in Gambela and sent on time to Addis Ababa.
o Pursue the implementation of administrative operating procedures;
o Ensure all the necessary administrative contractual document exists, follow-up and well archived (lease agreements, rentals, service contracts…);
o Be in charge of the cash flows of the bases (cash control, cash requests, bank withdrawals, etc.).
o Record and prepare accountancy and compile budget forecasts for the base.
o Ensure that the accountancy is submitted to Addis Ababa on time, controlled and validated.
· Ensure that HI internal communication is running smoothly and is well represented among local stakeholders.
o Participate in base information sharing meetings between supports services teams and project teams when required and at least once a week;
o Participate to all relevant external coordination meetings related to administration;
· Ensure HI logistics procedures are respected and followed by all staff in the site
o Supervise correct follow up of the on-going purchases and report to the requester;
o Supervise the equipment management
o Supervise the transport and vehicles management
· Ensure the completion and the quality of all HI logistics, finance and administrative deliverables within the deadlines
Education: University degree in administration, management, accounting or relevant subject
Experience
. Experience in complex setting, working in a difficult security environment, in coordination with UN agencies, local government authorities, communities and INGOs.
. At least 3 year experience in administration with particular focus on HR, as well as finance and logistics of humanitarian program.
Previous experience in team management.Competency
. Ability to develop relationships with community, international community, local formal and informal power structures, and other local actors.
. Proven communication, interpersonal, representation, negotiation and leadership competencies.
. Methodological and organisational skills related to Administration and HR.
. Good analytical and conceptual skills.
. Comprehensive understanding of capacity building issues
