ROLE PURPOSE
The Director of Programme Development is responsible for working closely with the Country Senior Management Team to engage with donors and develop high-quality programs consistent with the Country Office Strategic Plan (CSP). S/he supports the CSP development process; maintains strategic information and relations with key donors and possible partners; represents the CO in proposal negotiations; tracks all development and humanitarian proposal development processes; manages the Programme Development Unit (PDU) and the Sr. Gender Specialist; and leads/supports in the development of fundraising strategies for all priority sectors in CO and budget forecasting. She also leads broad capacity development on programme development; supports strategic initiatives related to programmatic growth and policy development; and works very closely with Save the Children members. S/he is a member of the PDQ Senior Leadership Team and the Country Office Senior and National Management Teams (SMT and NMT).

Dimensions: Save the Children works in all regions in Ethiopia with a current staff complement of approximately 2,200 staff and current expenditure of approximately US$120 million (2017) through 90-100 awards from 12-15 Save the Children members. The Ethiopia CO works across humanitarian/emergency and development contexts.
Staff directly reporting to this post: Deputy Director PDU; Manger Development Program Development; Coordinator Program Development and Training; Officer PDU. Total team size- seven.
KEY AREAS OF ACCOUNTABILITY
Strategic Programme Development
· Oversee the process of conceptualizing and designing appropriately targeted, timely, cost-effective, innovative, and high quality programs to serve children in Ethiopia in development and emergency contexts.
· Understand the overall strategic direction of the CO and categorized emergencies to contribute to designing programs achieve their objectives.
Strategic Fundraising
· Lead the analysis of mapping key donors and understanding their priorities
· Contribute to the external stakeholder management process by providing up-to-date donor intelligence
· Work with the broader PDQ and Programs Operations to identify and track information on prospective new opportunities or partnerships; particularly for long-term funding opportunities
· Cultivate relationships with donors, external stakeholders and potential partners for large scale or strategic funding opportunities
· Assess trends in proposal success with key donors and share to the SMT and PDQ SLT
Coordinate proposal development
· Directly oversee the development of all development and humanitarian proposals
· Update and continuously improve the SoPs and link to a standard Responsibilities Accountabilities Contributing and Informed (RACI) process
· Oversee the proposal development process through maintaining and using the SoP’s/RACI which includes developing and using proposal development calendars and ensuring compliance with agreed roles- both CO and member staff
· Design and implement a comprehensive program design training process for relevant staff
· Work closely with the finance team to support accurate overall proposal budgeting and country office master budget forecasting
· Ensure incorporation of key cross-cutting themes such as gender sensitivity, child safeguarding, risk mitigation, and MEAL into proposals
· Work closely with the Awards Director to ensure country office compliance with awards cycle Key Performance Indicators and timely activation of new awards
Representation and Negotiation
· Represent Save the Children in relevant donor, partner, and technical discussions, negotiations, and meetings
· Represent the CO in negotiations with Save the Children members
· Assist in negotiating proposals with donors
Country Strategic Planning Process
· Support the Country Strategic Planning Process including specifically leading deliverables/analysis around donor priorities
· Contribute to the overall production of the CSP including leading at least one field-level workshop
Staff Management, Mentorship, and Development
· Work with the DCD PDQ to ensure adequate structure, staffing and resources for the PDU team
· Conduct regular performance management including identifying and addressing capacity gaps, assessing performance, and supporting career development
· Work with PDU staff to identify, develop and support targeted, relevant training opportunities
· Actively manage the PDU budget
Engagement in Broader CO Leadership and Management
· Actively participate in the PDQ Senior Leadership Team and build capacity among PDQ and other staff that is involved in Programme Development
· Actively participate in the Senior and National Management Teams (SMT and NMT)
· Ensure appropriate relevant PDU staff actively contribute to and participate in humanitarian coordination including the HOT team
· Fill in for the DCD PDQ as necessary
QUALIFICATIONS AND EXPERIENCE
· A minimum of 12 years of work experience in an NGO or similar environment with a Master’s Degree in relevant field.
· Practical experience and successful track record in writing and leading proposals for a variety of donors, particularly USAID, DFID, private sector foundations, UNICEF, and EU/ECHO- ideally in both humanitarian and development contexts.
· Relevant experience in more than one of the Save the Children priority sectors: Heath, Nutrition, Education, WASH, Livelihoods/Resilience, Child Protection, Child Rights Governance, in development and/or emergencies.
· Good knowledge of the development and emergency donor environment and expectations in Ethiopia preferred, with solid experience cultivating positive relationships with donors and managing partners during proposal processes.
· Good knowledge of the landscape of implementing partners and government structures in Ethiopia preferred.
· Proven experience in developing diverse partnerships for program development
· Familiarity with project design methods and tools (including assessments, logical frameworks, and work planning) and strong appreciation for innovation and partnership as part of project development
· Good analytical skills, effective negotiator, with proven ability to effectively work across teams, units, and departments
· Experience with developing capacity building tools and coaching teams
· Strong results orientation, with ability to meet deadlines and produce high-quality products
· Ability to effectively prioritize tasks
· Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures including across a multi-cultural country like Ethiopia and with different Save the Children members
· Ability and willingness to dramatically change work practices and hours, and work with incoming proposal development teams to meet deadlines
· Strong verbal and written communications skills
· Superior writing and editing skills in English
· Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
· A sense of humor
· Willingness to travel to the field including difficult locations for approximately 10% of his/her time
