Objective: The purpose of the Financial Services Officer is to implement the SPIR-DFSA activities in the target communities related to access to financial service, business and market development and expansion. She/he will be responsible for understanding market-driven approaches to entrepreneurship, business development, financial services, and marketing. S/he will be responsible for internalizing and applying the guidance, approaches, strategies and tools established by the leadership team in relation to access to financial services and business development. She/he will be required to work alongside other team members to implement established tools and approaches in order to assist households to access financial services and expand marketing opportunities.
RESPONSIBILITIES AND TASKS:
Program implementation
· Ensures that implementation of field programs proceeds according to approved plans and that immediate corrective actions are taken when required;
· Facilitates linkage of target households with MFIs to engage them in the selected IGA and value chain activities;
· Provides technical support for field staff to make sure that the VESA/VSLA minimum standards are met;
· Supports VESA members to properly utilize their internal savings to potentially profitable Income Generating Activities (IGAS);
· Ensures that reports in the area of IGA/Income and Finance make explicit reference to approaches used to address unequal gender relations;
· Assists partner MFIs and CARE’s field staff to make a successful loan repayment of target households leading to a sustainable access (follow up loans) to loans from financial institutions;
· Compile VESA data by using MIS SAVIX system monthly and quarterly.
Capacity building
· Develops capacity of Community facilitator, lead community facilitator ,Village agent and other CARE DFSA staff on IGA/Income and Financial literacy , including micro finance, and operation of Village Savings and Loan Associations (VSLAs), youth soft skill training, micro franchise and related initiatives.
· Organizes training courses and delivers or arranges for the delivery of training programs aimed at SPIR-DFSA target beneficiaries;
Design, Monitoring, Evaluation and Reporting
· Liaison with external programs in IGA and micro finance on best practices in the operation of Village Savings and Loan Associations and linking rural poor to micro finance institutions;
· Actively participate in regular team planning and review meetings; identify follow-up activities based on learning and findings from previous activities and implementation;
Coordinate, represent and networking
· Represent CARE among all key market actors, including businesses, MFIs, other financial service providers, government and community stakeholders;
· Coordinate and create linkages among business actors and business stakeholders, including government offices, MFIs and other finance service providers, in support of sound implementation of the financial service linkage approach.
QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Required:
· BSc in Business Management, Economics ,Business Administration , Financial Services, Cooperative,
Social work or related field. Or equivalent combination of education and work experience.
B) EXPERIENCE:
Three years proven technical experience in financial services providers (VSLA, VESA, RUSACCO, MFI) and marketing in rural areas.
