The Position: The International Potato Center - Ethiopia (CIP) seeks to recruit a Finance and Administration Specialist who will be responsible of financial and administration information, Human Resource Management policies and procedures and other areas of administration of CIP Ethiopia office.
General: The International Potato Centre (CIP) is an international non-profit agricultural research organization with a global mandate to conduct research on potatoes, sweet potatoes, Andean root and tuber crops, and sustainable management of natural resources. CIP’s vision is to contribute from its areas of expertise to the fulfillment of the Millennium Development Goals (MDGs), in particular those goals that relate to poverty, hunger, child and maternal mortality, and sustainable development. CIP has its headquarters in Lima, Peru with staff and activities in locations across Africa, Asia and Latin America. CIP is a member of the Consultative Group for International Agricultural Research, a network of 15 research centers mostly located in the developing world and supported by more than 60 donor members.
Main duties & responsibilities:
Finance
Oversee the financial operations of the country office and ensure timely delivery of financial reports, including cash and bank management, payroll, ledgers and other aspects of the country’s financial management;
Responsible for entering financial information, timely month end close, and maintaining all financial records for projects and for the organization;
Prepare, examine, or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards;
Liaise with the Projects Finance Specialists in the monitoring and review of partners reports;
Manage financial controls, analyze office and project budgets, and make recommendations on budget expenditures. Monitor the expenditures to ensure that program funds are utilized appropriately by the close of the fiscal year;
Support the Country Manager and Project Managers, in coordination with the Project Finance Specialist, with project budget monitoring and review;
Ensure that all financial reporting is completed on time;
Oversee the country statutory annual audits.
Administration:
Responsible for the administration of insurances, contracting and administrating services in according to the Center’s standards and policies;
Responsible for country legal and statutory compliance;
Compute taxes owed and prepare tax returns, ensuring compliance with payment, reporting or other tax requirements;
Manage fixed assets of the Center, review and support the preparation of inventories;
Responsible for procurement of goods and services;
Responsible for the coordination of IT issues with headquarters, serving as IT Key user.
BA degree or Master’s degree in Business Administration, Accounting, Financial Management or related field.
Experience:
At least 5 years’ relevant experience for BA degree Or 3 years’ relevant experience for Masters degree in financial management and administration working in international research/development or similar organizations
Skills:
Professional training / certification in project management an advantage.
Required for this job (communication, report writing, computer and electronic media skills etc.)
Knowledge of administrative/financial management of donor funded projects/programs;
Experienced in developing and managing work plans, results-based budgets and monitoring and reporting progress and reviewing proposals;
Fluency in oral and written English
Experience in Finance and Administration with numerous partners;
Team player with good communication and coordination skills;
Duty Station: Addis Ababa, Ethiopia.
Job level: 3A.
Monthly Base Salary: Birr 30,863.00 (Negotiable depending on experience, skill and salary history of the candidate).
Terms of appointment: This is a Nationally Recruited Staff (NRS) position, initial appointment is for one year with the possibility of renewal, contingent upon individual performance and the availability of funding.
