GIZ-SURED
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives. GIZ promotes reforms and change processes. In Ethiopia, GIZ has been working for more than 50 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Sustainable Land Management Program (SLMP) is one of the Flagship programs of the Ministry of Agriculture and Natural Resources of the Ethiopian government. It has been designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF). Both are designed to strengthen domestic and foreign support as well as planning of investments that contribute to Ethiopia’s agricultural growth and development agenda for addressing issues related to the existing challenges related to land and water resources.
GIZ has been supporting the implementation of SLMP since 2008 in different forms in Amhara, Oromia and Tigray regions. Starting from 2015, GIZ SLM has increased its geographical coverage and included three additional regions, Benishangul-Gumuz, Gambella and Southern Nations Nationalities Peoples’ Region.
GIZ-SURED (Sustainable Use of Resources Economic Development 2018–2020) will be focussing on the economic development and sustainable utilization of rehabilitated areas. Against this background, GIZ Ethiopia is looking to recruit a Head of Natural Resources Economic Development for GIZ-SURED as specified:
Position: Head of Natural Resources Economic Development

Responsibilities:
The overall function of this position is the technical support for implementation of SURED. In coordination with the programme management the incumbent will steer the design of concepts and strategies combining land rehabilitation and economic development. In addition, the position will direct the development of services and products, including Information and knowledge management, to guide the new direction of GIZ support to SLMP.
The Head of Natural Resources Economic Development continuously develops all thematic aspects of the SURED 2018 – 2020 project plan. Specifically, he / she will be responsible for:
· Guiding, coordinating and supervising the thematic advisors for the following subject matters: value chain development, farming as a business and natural resources rehabilitation;
· Ensuring the conceptual and strategic development of the new focus for SURED 2018 – 2020 of identifying and realizing opportunities for up-scaling and economic development;
· Effective cooperating with Regional Program Managers / Advisor, SLMP coordinators, process owners and political leaders on federal level as well as with SLMP development partners;
· Representing GIZ-SURED at regional and federal platforms when requested
Tasks:
Management
· Ensure technical performance of technical staff.
· Provide effective leadership to develop and plan state-of-the-art thematic activities, linking environmental services to production.
· Lead reporting staff in accordance with GIZ management principles and guidelines to promote a sense of corporate identity.
· Identify and validate human resources development (HRD) needs of Natural Resources Economic Development team members to constantly improve service delivery standard.
· Follow up on HRD measures for reporting staff in coordination with federal GIZ-SURED management.
· Conduct annual staff assessment and development talks.
· Identify and facilitate activities of third party organizations and consultants, including the development of ToRs and recruitment of consultants in consultations with federal GIZ-SURED management.
Technical
· Design cost efficient and effective project activities to achieve project outputs as defined in GIZ-SURED implementation agreement and SLMP II PIM.
· Development of overall GIZ-SURED TC plan for SLMP support in collaboration with Program Manager (AV), based on systematic gap analysis and principles of GIZ-SURED service delivery approach defined in the Operational Manual (GIZ-SURED OM).
· Develop strategies and technical concepts, including guidelines, manuals and procedures to support the implementation of activities.
· Develop framework concepts for the identification and assessment of effective up-scaling opportunities.
· Compile and systematically assess needs and deliverables from regional advisors.
· Assure quality of GIZ-SURED advisory services and related reporting according to defined standards of GIZ (i.e. designing value chain, FBS development on rehabilitated land).
· Design state-of-the-art systemic linkages and interdependencies between environmental services and production.
· Identify and introduce innovative ways of engaging private sector in all three phases of SLMP including DPPs.
· Design outcome and impact analysis in cooperation with M&E team.
· Assist and present documentation of M&E results for decision makers of SLMP.
· Organize and facilitate forums, workshops, etc. on natural resources economic development topics for partners and other stakeholders.
· Report on monthly basis to the federal GIZ-SURED Program Manager.
· Performs other duties and tasks at the request of management.
Competences:
· Excellent knowledge of the GIZ rules and regulations and of GIZ project cycle management.
· Good technical knowledge in the fields related to SURED and practical experience on value chain analysis, public private partnership relationship and organizational development issues.
· Proven capacities for systemic and strategic thinking, planning, management and leadership.
· Thorough knowledge and understanding of SLMP guiding documents (PIM, CBPWD, Exit / Sustainability Strategy, Operational Manual, etc.).
· Excellent skills and experience with relevant sector actors.
· Excellent knowledge of English and Amharic language, written and spoken.
· Capabilities of presenting clear and concise results to decision makers.
· Excellent working knowledge of standard computer applications such as MS Office applications (Outlook, Word, Excel, PowerPoint etc.).
· Experience in developing and building good working relationships with development partners, government organization and with other public and private sectors.
· Excellent communication skills on different hierarchical levels, including conflict management skills.
Qualifications and Experience:
· Master’s degree in an area related to the program objectives, such as: agriculture, rural development, natural resource management, economic development or other relevant subjects.
· Minimum 7 years of professional experience in agriculture, natural resource, economic development and related areas within government, an international agency and/or the private sector.
· Minimum of 5 years in a senior management or leadership role in a multicultural and international environment with strong ability to motivate and coach team and individuals.
