We are currently seeking a consultant firm to conduct end term evaluation for Access, Service and Knowledge for women cancer (ask4cancer) Project: Integrating cancer(cervical and breast) and TB prevention in to mnch, HIv and clinical outreach services package in selected regions of ethiopia
General objective of the evaluation
The evaluation also aimed to determine knowledge, practice and attitude on women breast and cervical cancer in eligible population and health facilities status in prevention and delivering of the service to the target population in 4 zones of Amhara, SNNPR and Afar
Specific Objectives
· Review the relevance and quality of the project design to address identified problems
· Assess the Equitability of services provided by the project and the extent to which the project had a positive impact on the more disadvantaged groups.
· Measure the efficiency of the project in resources management (fund, personnel, regulatory, administrative, time, and other resources) and procedures contribute to or hinder the achievement of results.
· Assess the effectiveness of the project in achieving the intended outputs or effects in relation to targets set in the original logical framework.
· Describe the fate/Sustainability of the project’s impacts following the withdrawal of the project.
· Determine the explicability of the project’s implementation process and its effects to other similar areas. Refer especially to innovative aspects which are replicable.
· determine knowledge, practice and attitude towards women breast and cervical cancer in the target population
· determine community and health facilities based prevention and management of women breast and cervical cancer at the three implementation regions
· determine community and facility based TB prevention, detection, diagnosis and treatment status at the selected Zones of project implementation
· determine the status of Women and breast cancer integration with MNCH,TB and HIV/AIDS services
· Identify the Key lessons learned throughout the period of the project, which can be utilized to guide future strategies
· Provide recommendations for improvements based on observations during the evaluation process (e.g. for sustainability, future project design and management)
The potential consultancy firm is required to meet the following minimum requirements in order to qualify for the submission of proposal.
· Should have Masters/above in clinical (breast cancer) and public health in reproductive health and related field of studies.
· The consultant(s)/firm expected to demonstrate that he/she has a track record of not less than five (5) years executing similar studies as a consultant.
· High level of experience in evaluation( baseline, midterm and end line survey) and research methods, data collection, analysis and report writing
· Should have commitment and punctuality in maintaining time line
· Should have renewed license for consultancy service.
