The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.
Job Purpose Summary
NRC is looking for a Shelter Specialist to provide technical development of the Shelter program in Ethiopia, as well as strategic direction and quality assurance. The Shelter Specialist will provide mentoring, training and capacity building of staff. This position will be based in Gambella, with approximately 50% travel in country.
Job Description
The Shelter Specialist will:
Ø Develop the Shelter Core Competence strategy, technical guidance and Macro Log frame;
Ø Develop and implement shelter programming in camps and out-of-camp with the aim to promote durable solutions;
Ø Work closely with Emergency Response Manager in design of shelter/ NFI emergency response;
Ø Work closely with other CC Specialists to promote integrated programming and synergies;
Ø Contribute to innovation in shelter design and smart use of cash-based interventions in Shelter;
Ø Assist the Area Managers in the recruitment of the National Shelter staff;
Ø Promote community mobilization and ensure participatory approaches in project design and implementation;
Ø Carry out assessments for effective planning and implementation of shelter projects;
Ø Undertake and document quality control and of all Shelter activities – travel regularly to all implementation sites, identify challenges, solutions and implement quality improvement plans;
Ø Ensure a constructive co-operation with other NRC programs in neighboring countries, ARRA, UNHCR, local authorities, other international and local NGOs;
Ø Liaise and coordinate with technical counterparts ARRA, UNHCR and relevant authorities on the project follow-up and monitoring;
Ø Communicate with and obtain necessary agreements and understanding from local authorities in line with the NRC protocol for communication.
Qualifications
Ø BA in Engineering sciences & technology
Ø At least 5 years of relevant field experience in international project-management, with technical expertise in a humanitarian/ recovery context
Ø Experience in developing strategies and overseeing their delivery
Ø Experience in Shelter program implementation at the field-level, and Shelter support function at national or regional level
Ø Solid experience in Shelter program development, preferably from refugee/IDP situation in complex emergencies
Ø Experience in capacity building and training of staff
Ø Significant understanding of complex emergencies and crisis contexts
Ø Experience in coordination mechanisms on global, national and regional levels
Ø Strong written and oral communications skills including ability to write technical documents and give presentations to colleagues in and outside of NRC.
