ROLE PURPOSE:
ROLE PURPOSE: The Senior MEAL Manager has crucial roles in assuring data collection, reporting and quality implementation of the READ CO project. He/she oversees the development and implementation of project MEAL system, as appropriate. He/she ensures that all required tools are in place and are user friendly. H/she maintains and manages the READ CO system for monitoring project progress against set targets, ensuring that the system is functional and institutionalized within the project management framework. He/she travels as needed to support field staff members and partners to ensure proper implementation of project MEAL systems to contribute effectively to quality data collection and management. He/she leads on project data collection, compilation and reporting from the field, including documentation. He engages in action research activities, as appropriate, with the support of the project Senior MEAL Specialist and COP, and works closely with SCUS support teams to ensure quality of implementation of all MEAL activities. He/she will have overall responsibility for data collection, collation, analysis and reporting. He/she oversees development, functionality and use of database systems to strengthen interventions and improve their quality and efficacy. He/she will lead central office and Hub MEAL staff to establish and implement accountability mechanisms (i.e., information sharing, compliance, and feedback mechanisms – including data quality assessment) and promote learning through documentation of lessons learned. He/she will be responsible to support MEAL staff capacity, as needed, including that of sub-partners. He/she will oversee development and implementation of community-based approaches to gather, analyse and use data in decision-making.

Dimensions: Save the Children works in all regions in Ethiopia with a current staff complement of approximately 2000 staff and current expenditure of approximately $120+ million in a year.
Staff directly reporting to this post: Addis based READ CO Senior MEAL Specialist. However, field MEAL staffs will have a technical reporting relationship with this post.:
KEY AREAS OF ACCOUNTABILITY:
Leadership and Guidance:
Monitor, with the support of the project Senior MEAL Specialist, the overall MEAL system for the project against specified results.
Strengthen, with assistance of the project Senior MEAL Specialist, data collection, collation and analysis tools and processes. Review and revise project MEAL tools, as needed, with support of the Senior MEAL Specialist.
Coordinate and facilitate, with support from the project Senior MEAL Specialist, development of the project’s annual work plans, as well as quarterly, semi-annual and annual reports—according to donor and SCI requirements.
Provide overall leadership, supervision and guidance on MEAL activities, and facilitate MEAL strategy implementation in support of Implementing Partners (i.e., sub-partners) and SC-SNNPR staff—with assistance from the project Senior MEAL Specialist.
Support, with assistance of the project Senior MEAL Specialist, the project impact evaluation and its technical and implementation teams (external), as needed.

Provide technical guidance, as needed, to SCI staffs and implementing partners through regular meetings and site visits to the field.
Oversee, with support of the project Senior MEAL Specialist, data collection to ensure high-quality results for learning and donor reporting – both at the field and national level.
Document, with support of the project Senior MEAL Specialist, findings on project activities and innovations, including lessons learned.
Oversee and support, with the project Senior MEAL Specialist, field staff during implementation of project-related surveys and assessments.
Ensure, with the Senior MEAL Specialist, adequate staff capacity building; conduct trainings and workshops, as appropriate.
Develop, with support of the Senior MEAL Specialist, innovative approaches for strengthening the MEAL capacity of regional MEAL staff and in-country partners and sub-partners, including the Ministry of Education and RSEB/ZED/WEO staff, as appropriate.
Ensure, with support of the Senior MEAL Specialist, that all project MEAL documents, data, and other information required for program strategic planning and reporting are documented, prepared and submitted on time and in compliance with the requirements of USAID.
Support the Senior MEAL Specialist to establish and implement accountability mechanisms to beneficiaries through information sharing, setting appropriate compliant and feedback mechanisms – including data quality assessment (DQA).
Provide oversight, with support and guidance of the project Finance and Operations Manager and COP, of MEAL budget and ensure effective and timely utilization for the effective implementation of planned MEAL activities.
Ensure, in collaboration with the DCOP and COP, MEAL outputs (data/findings on project performance, etc.) are used for management decision-making and continuous improvement.
MEAL System Development and Management
Undertake responsibilities for the roll-out of the MEAL system inputs in specified area offices/ locations, as needed.
Ensure that MEAL team and project staff members understand the steps and tools for the MEAL system and their use consistently across project areas.
Support the design and roll-out of standardised monitoring tools and methodologies as required by the COP and field level teams.
Ensure functional accountability mechanisms are in place: the four pillars of accountability (information sharing, participation, establishing and implementing compliant and feedback mechanisms (CFM), and staff capacity building.
Ensure that regular monitoring/MEAL reports are received and communicated effectively to COP and other relevant bodies in the national office.
Ensure periodic reports are as per the standard quality, standard template, time frame and communicated accordingly (e.g., field visit reports and field activity reports).
Ensure all reportable indicators are tracked on periodic basis and are in line with the result framework, including SCI quality benchmarks and
Ensure that MEAL evidences are incorporated into program planning and review processes.
Coordinate and conduct national level review meetings and joint supportive supervision.
Learning and Knowledge Management
Support READ CO in the identification of learning objectives and evidence gaps.
In close collaboration with project team facilitate in generating, storing and sharing knowledge (success/change story, meta-analysis, research/evaluation summary reports, etc).
Ensure utilization of learning and knowledge generated in decision making and READ CO project improvement
Assist in any communications, publication work, and liaison with communities, project/impact areas and partners
Technical Support and Capacity Building
Undertake continuous staff capacity assessment and develop capacity building plans
Work with the relevant sector bureaus to align M&E tools and systems, and build capacity of local bureaus in M&E as necessary and based on identified gaps
Provide trainings and capacity building for field-level staff as required
Sets standard and agreed performance objectives for direct report
Conducts midterm performance review at midyear for direct report
Conducts end line performance evaluation for direct reports, documents and submits to HR
Support and participate in donor and head office field visits, and provide project briefs as required.
Attend other internal and external meetings as required.
Program research, evaluations, assessments and other studies
Ensure projects/programmes have SMART objectives & indicators, MEAL plan and are in consistency to each other
Lead/participate in project baseline, evaluations, action researches and assessment activities in his/her areas of jurisdiction (see impact evaluation, above), as appropriate.
Support innovative research, documentation and dissemination studies, in collaboration with the COP, DCOP, project technical staff, and SCUS technical assistance, as appropriate.
