1. Background
Save the Children believes every child deserves a future. In Ethiopia and around the world, we give children a healthy start in life, the opportunity to learn and protection from harm. We do whatever it takes for children – every day and in times of crisis – transforming their lives and the future we share.
As a lead of the consortium and in partnership with Action for Integrated Sustainable Development (AISDA) and United Society for Sustainable Development (UNISOD), Save the Children has been implementing its Support to Early Recovery and Socio-Economic Stability project to foster social and economic stability and recovery of drought affected communities in Afar and Siti zone of the Somali region. The project is specifically working in seven Woredas of Afar and Somali regions, namely Chifra, Mille, Ewa and Dalifagi in Afar, and Dembel, Erer and Hadigala in Somali regions.
The project is funded by the European Commission (EC) and has been underway since January 2016 and will end on December 30, 2017. Targeting over 610,721 direct beneficiaries and 30,536 indirect beneficiaries through Food Security, Wash and Disaster Risk Reduction (DRR ) interventions, the project aims to reduce the vulnerability of pastoralist and agro-pastoralist communities to external shocks whilst increasing their productivity and income generating capacity, improve access to safe water for household consumption and productive purposes, and build community-based early warning systems and disaster risk management capacity to strengthen preparedness and early response to escalating food security and nutrition vulnerabilities.
Therefore, the consortium members would like to hire competent consultant(s) able to systematically document a video case story, promotional video clip and photo Book to draw lessons from the project implementation and its impact on the target population and wider communities.
2. Purpose
The purpose of the videography and photobook assignment is to demonstrate the project’s intermediate results among vulnerable pastoralist and agro-pastoralist communities in Afar and Siti zone of the Somali region, namely:
- Improving access to safe water for household consumption and productive purposes,
- Improving income and livelihood assets through temporary labour opportunities
- Having access to income through protection of remaining assets, and restoration of longer term livelihoods, and
Community-based early warning systems and Disaster Risk Management capacity to enhance preparedness and early response to escalating food security and nutrition vulnerabilities

4. Expected outputs and deliverables:
The winning consultant is expected to produce a documentary video and a short video clip lasting ten to 15 minutes and one to 1.5 minutes respectively. The documentary video and its promotional version will need to have time code, and subtitles, and they should be produced with high quality. The quality requirements also apply to the 50-page photobook output in soft copy. All the products need to bear the logos of Save the Children and donors. The documentation should focus on capturing key results and changes observed at grassroots level.
5. Methodology
The targets are programme beneficiaries represented by community management committee, such as Water Management Committees (WMC), early warning committees, income generation groups, cooperatives, Beneficiary Targeting Committees and community members.
Due attention should be given to capturing change in terms of community engagement to basic services (community sense of ownership and sustainability of basic service facilities and support) and linking the change with capacity development supports provided by the programme.
In addition, the documentation should demonstrate government’s responsiveness towards the basic services (Livelihoods, DRR and WASH). The following are key resource people that need to be considered while designing and operating recording activities.
ü One representative from Water Management Committee, another from Early warning management Committee, a livelihood expert and at least one beneficiary from each of the three or four Woredas. The interview focuses on change in community participation, sense of ownership and sustainability of basic services following programme benefits.
ü Interview with three or four Woreda administrator, the interview will focus on Gov’t responsiveness to community basic service needs following programme support.
ü Interview with two or three project managers from the consortiums to enrich the information gathered for producing a quality documentary video case story.
ü Take audio-visual speech from Programme Director/EU-NORDIC Portfolio Director, may be used as an introduction.
ü Review the programme result framework, reports and existing pictures and video data to enrich the documentary video film production.
However, it should be noted that it does not mean that all data should necessarily be used for this documentary. More importantly, the final product (documentary) needs to utilize quality and relevant data.
6. Timeframe
The activity should be conducted from end of November to Middle of December 2017 (33 days in total) including planning and design, travel, fieldwork, desk review, and the actual documentary and photobook production. The consultant and associates are required to submit the timeline for the assignment alongside with the person days’ input required for each stage of the task in the technical proposal. The first draft will be expected on or around December 15, 2017.

Save the Children will pay the consultant according to the following schedule:
8. Terms and conditions
a) Logistics: Save the children will arrange transport which take the consultant from Addis to Diredawa and Semera and vice versa. Moreover, the logistic includes perdium and accommodation arrangement.
b) Tax and insurance: Save the Children will deduct 2% withholding tax after verifying TIN number or VAT registration protocol.
c) The consultant will be required to abide by Save the Children’s security procedures and rules in place for staff. While in the field, the consultant will be provided with security briefings from the field security focal person.
d) Contract: a contract agreement will be signed between the consultancy firm and Save the Children immediately after the completion of the selection process
