DURATION OF CONTRACT: 6 MONTHS (Starting As soon as possible)
Roles and Responsibilities
I. Project (Activity and Budget)
- Take the lead in project planning, and oversee implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs
- Ensure mobile protection team undertakes all-inclusive protection monitoring, service mapping and referral pathways activities in Babile and Gursum IDP camps.
- Coordinate the mobile team identification and response to community-level protection concerns, referral and response to individual protection cases, and cluster reporting.
- Coordinate the work of the ‘Inclusion’ Flying Team
- Establish children and women friendly inclusive safe spaces in IDPs with CP/GBV services for referred women and Children
- Supervise quality of services provided in the Children and Women friendly inclusive safe space
- Ensure the needs and priorities of ageing and people with disability are mainstreamed by humanitarian organization operating in the targeted IDP camps.
- Participate in the development and production of communication materials (leaflets, posters, brochures) to raise awareness on CP/GBV protection and inclusion of person with disabilities.
- Work in close collaboration with the health institutions and legal enforcement bodies operational in the IDP camps and keep track of incidents reports, monitor and referrals of GBV survivors to appropriate service providers for further management of the case.
- Establish a mapping of external actors providing lifesaving services in the two areas of Babile and Gursum IDPs and ensure that all partner operational in the IDP camps understood these referral pathways.
- Do analysis of data collected by health facilities and low enforcement bodies andflag potential risks or challenges emerging from data analysis.
II. Staff Management
- Manage staff under his/her supervision day to day activities and give the required support to them, including on the job coaching and quality advice
- Ensure flourishing team spirit among the staff members and conduct periodic general staff meeting.
- Give technical supports to staff under her/his supervision and conduct periodic staff performance assessment as the HI HR policy.
- In coordination with the HR department, ensure the staff have knowledge of and are in capacity to respect the HI Institutional Policies, especially the Child Protection policy, the Gender policy and the Protection against Sexual Exploitation and Abuse policy
III. Coordination and Representation
- Keep a good level of communication and leasing with all partners operational in the camp, especially with regards to the referral mechanism and pathways put in place for the project
- Represent HI in the IDP camps and attend cluster meeting with all EHF fund scheme beneficiary NGOs in the camp, Fafan zone and Somali region Bureau of Disaster Prevention and Preparedness.
- Coordinate with other humanitarian actors to enhance the referral pathways aimed at providing holistic response to GBV, CP and health issues of person with disabilities in the camp.
- Ensure there is functioning referrals and linkages to the Children and women’s spaces by the humanitarian organization operational in camps.
- Participate whenever possible in the ‘Protection’ Cluster and ‘CP/GBV’ Sub-cluster meetings in Addis Ababa.
- Ensure a close coordination with the Consortium Lead/HelpAge
IV. Quality M&E
- Ensure the high quality of activities implemented as indicated in the project proposal document.
- Work in close collaboration with HI M&E Officer to monitor the project outcomes and results are as per indicated performance indicators.
- Ensure adequate project monitoring systems and evaluation procedures are in place and update all progress indicators for the project, include qualitative ones, as per the HI Project Planning Monitoring and Evaluation policy.
- Alert his/her line manager of any relevant issue with regards to project implementation and monitoring
· BA/MA in sociology or psychology with minimum of five years’ work experience (ideally in refugees and/or IDPs setting). S/he has the skill of staff and budget management.
· At least 3 years of Experiences in protection, child protection and GBV programming
· Cultural and gender sensitivity, adaptability to Babile and Gursum IDP camps.
· Proven experience of at least 3 years in protection, advocacy work, and emergency programs.
· Local language ability (Somali and Oromiffaa) are essential.
· Experience with managing teams and providing technical guidance both direct and remote management for flying team.
· Availability for frequent field visits and trips
