Organization Overview
Amref Health Africa is the largest African-led international health development organization headquartered in Nairobi, Kenya. Founded nearly 60 years ago as the Flying Doctors of East Africa, has been serving to bring critical health services to remote communities. Amref Health Africa has been active in Ethiopia since the 1960’s. The organization became fully operational and registered in the country as an international NGO in 2002, and actively engaged in RMNCAH, WASH, communicable and non-communicable diseases, emergency programs with gender and health system strengthening as cross cutting throughout its projects and programs.
Program Overview
Transform/HDR (Health Developing Regions)is a USAID funded five years RMNCH project. The project will be operational in the four Developing Regional States (DRS) namely: Afar, Benishangul - Gumuz, Gambella and Ethiopian Somali Regional States. Transform/HDR will be implemented in partnership with Amref Health Africa, Intrahealth International, Project HOPE and General Electric with the overall aim to end preventable child and maternal deaths, and further contribute to the achievement of the goals of HSTP. It is a women, children and girl-centered project, designed to increase access to integrated quality high impact MNCH-FP services; improve heath seeking behavior enhanced by reduced gender inequalities; and improved evidence-based decision making and program learning with sustainable health system strengthening.
I. JOB SUMMARY:
Under direct supervision of the regional manager and functional supervision of the M&E Director, the regional M&E Officer is responsible for gathering, compiling, analysing and reporting region specific Transform Health in Developing Regions (HDR) data. She/he supports the M&E Director in analysing and reporting project level monitoring and evaluation related data. The officer will also be engaged in monitoring implementations, progresses, and achievements in her/his region of assignment and reporting.
II. RESPONSIBILITIES AND TASKS:
§ Develop a monitoring and evaluation system for the regional office within the overall M&E framework of Transform HDR project
§ Under guidance from and in collaboration with Transform HDR M&E staff and other Transform Activities, assist in the establishment of baseline data and regular monitoring of changes overtime
§ Monitor and follow-up project achievements in the region against plans and document and report factors behind gaps and over achievements to the regional manager and the M&E Director;
§ Gather, and systematically document, and consistently extract achievements, success stories, and best practices;
§ Develop and maintain region level program deliverables database and work with the M&E Director to input such into the Amref Information Management System (AIMS) database.
§ Run periodic monitoring and evaluation activities in accordance with plans provided by the Transform HDR M&E team and follow-up their progress;
§ Make sure all program data is entered into AIMS and all data is updated and ready for immediate use;
§ Provide HMIS technical support (DHIS2, CHIS) to project implementation woredas and health facilities including HMIS training, data use for decision making and other M&E related tasks at each level of reporting
§ Customize and cascade the Transform HDR M&E plan to the regional version and update the regional M&E plan regularly
§ Facilitate the dissemination of monitoring and evaluation findings, lessons learned and best practices in the region.
§ Facilitate and participate in the projects midterm/final evaluation, impact assessment and operational researches
§ Prepare and submit quarterly, semi-annual and annual monitoring and evaluation performance reports to the country Transform HDR M&E team
§ Undertake other assignments as may be assigned by the Regional Manager and/or the M&E Director.
III. PERSON SPECIFICATION
A) EDUCATION/TRAINING
· MSc/MA or BSc degree in Statistics, Computer Science or social science or equivalent education and work experience
B) EXPERIENCE:
§ 4 years of relevant work experience for MSc and 6 years of relevant experience for BSc. Knowledge and experience in different data base and statistical packages (DHIS2, SPSS, Epi Info, Microsoft office applications).
C) TECHNICAL AND OTHER SKILLS
Required:
§ Excellent interpersonal and communication skill
§ Strong written and communication skill in English and Amharic;
D) COMPETENCIES
Energetic; enthusiastic; good analytical skills; skills in information monitoring, planning & organizing; change facilitator, proactive problem solver.
