Background
Vétérinaires Sans Frontières – Suisse (VSF-Suisse) is a development-oriented, politically and religiously neutral non-profit international non-governmental organization (INGO) headquartered in Berne, Switzerland. Activities range from emergency relief to long-term development, with projects in Togo Mali, South Sudan, Kenya, Somalia and Ethiopia.
VSF-Suisse envisions having healthy people live and derive their livelihoods from healthy livestock in a sustainable, healthy and peaceful environment.
VSF-Suisse began work in Ethiopia in 2010 as a Foreign Charity, implementing resilience-building, disaster-risk reduction, animal-health and nutrition-sensitive humanitarian interventions. Linking agricultural and livestock interventions to community-based nutrition has been a flagship activity of the organization (and of the Ethiopia Programme in particular). In this regard, results from shorter-term emergency interventions have demonstrated longer-term nutritional impacts, and many of the organization’s projects have consequently been extended and scaled up.
Position Summary:
The MEAL advisor will be responsible for the development of MEAL system in VSF-Suisse Ethiopia Country office, which will supplement the country strategy. The advisor will also develop M & E strategy document which will be an annex to the country strategy. This will involve setting impact indicators for the strategic objectives of the organization and the country office, which shall be dis-aggregated by age, gender and social status. The MEAL system to be developed should have tools and procedures that will be able to track data from the field and operational sites to determine the indicators at each level.
The MEAL advisor is also responsible for delivery of effective MEAL function at each level of operation of Ethiopia Country office. This should play a role in improvement of staff capacity, better programme implementation, documentation and dissemination of results.
Essential Duties:
Developing MEAL system in VSF-Suisse Ethiopia Country office
· The MEAL advisor will be responsible to conduct assessment of the existing MEAL system, analyse and establish system.
· The system needs to be user friendly and easily adoptable approach both at country office and field office level.
· The system should enable a better tracking of data, generation of quality assured reports, documentation of results and promotes accountability and learning.
· Tools and guidelines for data collection, collation, reporting, data quality check and routine monitoring need to be produced as part of the systems development.
Producing M & E plan for the country strategy
· Based on an in-depth review of the country strategy, the M & E advisor will be responsible to develop a workable M & E plan.
· The plan needs to be developed using a participatory approach responding to the current need of the organization.
Staff capacity building
· Following the development of the MEAL system and M & E plan, the advisor needs to work on different approach of staff capacity building to enable the use of the developed system and tools.
Oversight, coordination and implementation of established M & E system
· Initiate and coordinate scoping mission exercises, needs assessment, baseline survey/evaluation, mid-term and end-line evaluations as part of each project implemented in line with the nature of the projects.
· Providing all the necessary support in external evaluations.
· Coordinate the development of weekly and monthly plan and report.
· Coordinate that periodic country reports and donor reports will be produced ensuring quality.
· Periodic and routine documentation and sharing of best practices.
· Initiate and undertake periodic monitoring and verification of data quality, and programme monitoring according to the checklists developed as part of the MEAL system.
· Initiate and coordinate the sharing and learning related to M & E practices.
Other tasks as deemed necessary
· In addition to the tasks mentioned above, the MEAL advisor will actively participate in providing inputs to programme development activities and proposal writing.
· S/He will also perform other tasks assigned by the Country Director and her/his immediate supervisor.
Key performance indicators
- M & E plan developed and annexed to the country strategy
- Well established MEAL system
- Improved staff capacity in Monitoring, documenting results and conducting evaluations.
- Development of quality routine and periodic reports in terms of timeliness, consistency, completeness, disaggregation of data and other parameters.
· Bachelor’s Degree in Information Management, Project Management, Statistics, Social Science or relevant field is mandatory. Master’s Degree in Management Information System or relevant field (desirable).
· Minimum of 5 years’ experience working on MEAL in NGOs or international organizations is mandatory.
· Demonstrable experience and capacity in developing high quality reports and briefs.
· Proven record in provision of trainings, staff capacity building and making quality presentations.
· Excellent planning, coordination and reporting skills.
· Fosters working in teams & team work spirit, very good knowledge and practice of computer application.
· Willingness to travel to project locations, to remote areas of the country.
· Fluency in English is required; knowledge of other working languages is a plus.
· Proficient Microsoft Office and statistical software, good communication skill in both electronic and printed media.
