Job Purpose
The main purpose of the job is to ensure quality implementation of the urban livelihood programmes in Addis Ababa through providing effective and appropriate technical support and on-going monitoring and evaluation including development of new proposals for sustainable programme interventions.
Major Roles and Responsibilities
The Urban Livelihood Manager will work under the overall supervision of the Director of Programmes for development progammes and in collaboration with other relevant staff.
Programme Development and Management
The major responsibilities of the post holder will be managing the urban development programmes through:
1. Lead and implement on-going urban livelihood projects in collaboration with consortium and relevant stakeholders
2. Develop the technical aspects of the programme related to sustainable development interventions in Addis Ababa, giving special attention to identifying models and practices that have the most effect in the target groups in urban setting.
3. Participate actively in planning, designing and developing of project interventions; provide technical advice on the preparation of project work plan and monitoring of the project implementation
4. Contribute to the development of local economic strategies and plans in line with national and City frameworks (identify, in a participatory, evidence-based framework, an economic comparative advantage of the local area in urban setting)
5. Work with the Programme Quality Assurance Unit (PQA) and Grants and Compliance Unit to ensure Concern Worldwide in Ethiopia and donor guidelines and requirements are fully met in the implementation of the project
6. Assess partners, government and Concern staff training and capacity building needs, organise and conduct training and workshops with implementing agencies and other related organisations on Urban programming
7. Together with existing and potential partners, undertake situational analysis/research, identify new programme interventions and prepare project proposals for funding for urban programmes.
8. Support in and or prepare technical reports based on standard formats for submission as appropriate; review these reports and propose, necessary corrective actions in regard to delivery as well as technical quality of interventions in urban programmes.
9. Support and supervise urban project staff
Financial Management
10. Prepare urban programme budget and manage and follow up to ensure efficient use of resources
11. Review monthly management accounts and ensure budgets are utilized as per plan and following standard financial procedures
12. Manage the overall urban livelihood programmes budget
13. Approve administrative and operational activities of the urban programme.
Networking and Learning.
14. Network, maintain communication and share experience with consortium organizations to ensure the efficiency and effectiveness of programme activities and promote best practices in urban programming
15. Establish and participate in cluster meetings related to urban programming
16. Network for learning and experience sharing with Concern advisors, partner and, consortium organizations and Concern Worldwide relevant departments to learn and inform on best practices, approaches, tools and methods of urban programming.
17. Promote and encourage expertise sharing and close working relationship within the programmes in particular and the organization in general
18. Perform other duties assigned to by the line manager
Desired qualification
· Relevant academic degree (BA or MA) or further qualification in development, Economics, sociology, Business, Project Management, Urban livelihood, TVET Education, etc.
· Minimum 5 years’ experience in programme/project management
· Experience in TVET sector , value chain and livelihood
· Experience of working with private sector in creating employment opportunities for TVET trainees
· Experience of managing teams, strong coordination skills
· Strong experience with PCM and RBM, ability to meet deadlines
· Excellent written communication skills and ability to use Microsoft Office (Word, Excel etc.)
· Strong organizational and project management skills, and ability to deliver within tight deadlines
· Excellent knowledge of spoken & written English.
