Oxfam GB is a UK based International Humanitarian and Development Organization working in Ethiopia since the 1960s. Oxfam GB is looking for capable and reliable suppliers for the supply of the attached list of items to support its humanitarian response and development activities in Ethiopia. Thus, Oxfam GB is issuing this Invitation to Tender to invite all legitimate suppliers with relevant experience to take part in this tender for procurement of terminal evaluation.
Oxfam GB on behalf of ACCRA and Christian Aid in partnership with NDRMC and NMA has been implementing the project – “Improved Early Warning – Early Actions (EW-EA) to Strengthen Disaster Preparedness in Ethiopia” since July 2015 back-funded by DFID on behalf of START Network under its Disaster Emergency Preparedness Programme (DEPP). This project aims to invest in capacities of people and technology throughout the DRM system which will support the development of a culture in information-based decision making leading to early actions thereby reducing losses of livelihoods and human suffering. The specific objective of the project is “Improved and decentralized Early Warning System leading to Early Actions at all level is adopted”. The main outputs of the project are as follows:
The overall objective of this assignment is to conduct the terminal evaluation of the project entitled ‘Improved Early Warning-Early Actions (EW-EA) to Strengthen Disaster Prepared-ness in Ethiopia”.
The specific objectives include:
The VfM assessment will serve as a measure of accountability to internal and external stakeholders, and facilitate organisational learning on value for money achieved by Oxfam/ACCRA initiatives. In order to serve the learning agenda of this assignment, we expect that as well as assessing, through quantitative and qualitative methods, the VfM of the project, we would expect a case story of how the project has ensured value for money per the four ‘E’s, as well as a set of recommendations about how the four ‘E’s could have been better ensured.
The consultant is expected to conduct a terminal evaluation in the three project regions (Oromia, Gambella and Tigray) and their respective pilot weredas. Moreover, for the VfM report, the consulting firms should conduct an assessment at least in two regions (preferably in Tigray and Oromia).
The consultant will need to work closely with the project manager and with resilience team in Oxfam. A methodology preferred should have “process tracking and value for money” components.
a. A team of highly motivated, professionally qualified and experienced personnel;
b. Lead consultant should be post graduate with minimum 10 years of relevant professional experience in the field of /International Development/ Rural development / Economics /Agriculture/ Disaster Risk Management; and experience on multiple evaluation projects
c. Team members (post graduate / graduate) with diverse range of expertise on early warning, economics, agriculture, international development, disaster management etc;
d. Ability to demonstrate VfM analysis, experience in reporting on DFID funded projects and understanding of the DFID approaches to VFM (4 E’s);
e. Proven experience of conducting terminal evaluation of projects in the past, preferably for INGOs / UN organizations; similar Oxfam’s experience is an added value.
f. Excellent understanding and experience of working on gender issues;
g. High attention to detail and concern for quality outcomes;
h. Experience with return on investment analysis;
i. Ability to communicate technical information to both technical & non-technical audience
j. Language command – Oromifa, Anwak, Tigregna;
k. Good inter-personal communication skills, flexibility;
l. Legal authorization (TIN Number, VAT registered, and business registration certificate, renewed trade license etc).

This invitation to tender has been issued for the sole purpose of obtaining offers for the supply of goods and/or services against the specification contained within the tender document. Oxfam GB reserves the right not to enter into or award a contract as a result of this invitation to tender. Oxfam GB also reserves the right to terminate any contract issued as a result of this ITT as set out in the contract terms and conditions. Successful tenders will be expected to enter into a formal contract with Oxfam GB, which will be supported by a Service Level Agreement.

· Oxfam GB does not bind itself to accept the lowest or any tender.
· Oxfam GB is in no way responsible for the cost of preparation of the tender response.
Please note that external packaging or envelopes must be WAX SEALED; and MUST NOT bear the name, or any markings, which may identify the bidding company or organisation.
The onus is on the supplier to ensure that their offer is complete and meets Oxfam GB’s requirements. Failure to comply may lead to the offer being rejected without any reason being given. Please therefore ensure that you read the tender document carefully and answer fully all questions asked.
Once this Invitation to Tender is announced on the local /National media, Oxfam GB will not be obliged to make any further announcements or communications using the same channel. Oxfam GB will only contact those bidders who have officially collected the tender documents from Oxfam GB’s Office. Hence, the onus is on the bidder to ensure that they have provided a legitimate and valid contact person and address of their organisation at the time of collecting the tender documents.
