1. BACKGROUND
DAI Europe, together with consortium partners First Consult; Enclude; and ITAD, is managing the UKaid-funded Enterprise Partners (EP) and Women’s Entrepreneurship Development Programme (WEDP) which aim to support and transform the private sector and Ethiopia’s continued economic growth over the next 6 years with a total project budget of almost £70 million.
EP is utilising the Making Markets Work for the Poor approach (M4P) and has two main pillars to achieve the goal of integrating the poor, and especially women, in sustainable economic enterprises that create jobs and improve incomes. The planned impact is to create 45,000 jobs (75% of which will be held by women) and increase the incomes of 65,000 households by at least 20%.
The EP pillars are:
· The Finance Group is expected to achieve the outcome of increasing investment levels in the Ethiopian economy, particularly for growth-oriented small and medium enterprise. This will include funding of green technologies where appropriate and develop funding for green growth investment.
· The Agro-Industrial Group is expected to achieve the outcome of increasing returns on investment (productivity) and investment levels in the identified sectors of cotton/textiles, livestock/leather and horticulture, in order to achieve the impact of creating jobs and raising household incomes. Additionally this pillar will incorporate the promotion of climate change awareness and addressing women’s economic empowerment.
DFID is also funding the technical assistance component of a separate World Bank programme as the third main pillar, the Women’s Entrepreneurship Development Programme (WEDP). The objective of the WEDP is to increase the earnings and employment of micro and small enterprises (MSEs), owned or partly owned by female entrepreneurs in targeted cities.
Background specific to this assignment
Enterprise Partners (EP) is placing more emphasis on activities related to Public Relations (PR) and marketing. EP is searching for a highly efficient local PR firm/Individual(s) to support in media, communications and events management related activities. The selected firm/individual should be able to present and maintain the proper function and impact of public relation tools necessary in all aspects of the work requested.
2. PURPOSE
The purpose of the assignment is to create visibility, develop information and key outreach materials using various mass-media techniques necessary as applicable (Television, Radio, Newsletters, Newspaper articles and any other suitable medium channels). The selected firm/individual(s) will be responsible for all publicity initiatives (press-releases, news, documentation of forum discussions and journals), directed to mass audiences.
3. SPECIFIC TASKS
The selected candidate(s) is required to complete the following specific tasks:
1. The PR firm/individual(s), should be able to design and present a strategy that would highlight results of the project over the period of contracting. The strategy should include implementation of public campaigns that increase awareness of the goals and achievements of the project and its beneficiaries. This plan should be well targeted, structured and effective; taking into account funder communication and company branding requirements.
2. Conceptualise, plan and execute public relation activities; in conjunction with meetings and discussions involved. Prepare and coordinate official meetings and discussions with concerned EP staff and representatives as seen appropriate;
3. Organising working meetings, events, conferences, forums and media (journalist) meetings in support of EP staff;
4. Assist in day to day activities and monitor PR/Media activities in regards to the project(s) with coordination from EP staff;
5. Organising and coordinating press events, inclusive of inaugurations, ribbon-cutting and completion of projects. Activities should be followed with media to ensure coverage of public events.
6. If necessary, PR firm/individual(s) must draft speeches for representatives, and arrange interviews and other forms of contact points with media outlets;
4. DELIVERABLES

5. TIME FRAME AND INPUTS
The contract is negotiated for 30 days of the year ranging from February 2018 – 2019.
EP’s, Strategic Communications Team (SCT), will support the firm/individual(s), in availing information and various steps of the process following events. Should there be a case of extension of the timeframe, it should be discussed by EP staff, and extension may be allowed not exceeding more than five working days.
Desirable qualifications:
Ø Experience in media/public relations, local development, economic development, mass communication projects.
Ø Experience in multimedia production and/or journalism.
Ø Excellent planning and organisational skills.
Ø Excellent written, oral and interpersonal skills. Preferred language fluency in both English and Amharic.
Ø Familiarity with social media platforms and its performance present to date.
