Main objectives and responsibilities of the position
Ensure the proper functioning of the medical activities under his/her responsibility, defining and implementing MSF policies, protocols and procedures, and guaranteeing the quality of healthcare in order to improve health conditions of the target population.
Accountabilities
ü In collaboration with the Expat MD, Coordinate, assess and supervise the proper functioning of the medical activities (Pediatric IPD, ITFC, Isolation Unit -including AWD, Measles, Acute Jaundice Syndrome), according to MSF protocols and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
ü Contribute to the preparation of medical orders needed to implement the medical activities(s) under his/her responsibility, and identifies non-medical support needs (material, infrastructure, transport, etc.), reporting them to the line manager.
ü Replaces a doctor if necessary and participates in shifts if needed.
ü Replace the Expat doctor if need be, and or assume some specific task upon request e.g staff health related, referrals related, trainings, etc.
ü In collaboration with the expat MD ensure an efficient medical equipment management and monitor the rational use of medications and medical supplies.
ü Participates in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.) and definition of annual planning, budget for the project in collaboration with the MTL and the Expat MD
Willingness to be move to other project locations or send on an exploration mission if needed. The Main focus of the project in 2018 will be on paediatrics and nutrition activities supporting paediatric, ITFC and Isolation ward in BoH Hospital in Wardher, Danod Health Centre and Yucub Health Centre and through MSF outreach clinics offering OPD < 15 years, ATFC, ANC/FP and EPI), health promotion and community engagement in different locations, as well as surveillance and emergency response in case of Measles, AWD or AJS outbreaks., outreach
The medical doctor (MD) will mainly work in the Hospital in Wardher in the MSF supported ITFC / paediatric IPD, paediatric TB ward and Isolation Unit, and may also occasionally work in other MSF health facilities in Somali Region (Yucub/ Danod) and exploratory mission with Somali region.
General
· To supervise clinical curative activities in collaboration with the BoH staff
· To functionally supervise MSF Health Officers in Wardher hospital
· In Collaboration with the expat MD, organise staff training and coach/ mentor the BoH / MSF medical staff (including nurses, nutrition assistants, health officers)
· To facilitate emergency referrals to regional and national Capital (Jijiga/ Addis Ababa)
· Responsible for staff health at project level in the absent of expat medical MD and involved in all referral consultations in collaboration with the MTL.
· To ensure proper data collection for the departments under your responsibility and assist the MTL in data analysis reporting monthly mortality review.
· Support MSF medical outreach activities as needed.
· Assist in the planning & implementation of assessments if needed
· To support medical consumption data collection and analysis in all activities and communicate with the MTL and medical supply responsible in the project (MSR).
Health planning and organisation
· To translate the medical policies of MSF-OCA into practical programmes
· To participate in strategic thinking for the project and inform of any trends or concern.
EPREP and Emergency Response (including nutritional, displacement, measles, meningitis, cholera, trauma)
· To assist in nutritional/outbreak emergency preparedness and response during emergencies, assessments and completion of nutritional surveys
· To assist in EPI preparedness and response to disease outbreaks (measles, meningitis, AWD)
Context, Security & Representation
· Contribute to the MSF identity, values and principles by reflecting, discussing and contributing to the advocacy mandate and explain MSF’s objectives & guiding principles & policies especially regarding neutrality, impartiality & independence when necessary.
· Assist in the assessment of humanitarian needs in the projects
· To work in close cooperation with BoH in the medical structures,
· To be aware of & respectful towards religious beliefs & practices, maintain a culturally acceptable appearance (i.e. clothing) & behaviour in an Islamic context. A strong awareness of staff safety and security is essential. To be considerate regarding gender issues in public (male-female separation).
· To represent MSF towards the different members of the communities & clans, local authorities & other organizations in close collaboration and under supervision of the PC and MTL.
