As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives. GIZ promotes reforms and change processes. In Ethiopia, GIZ has been working for more than 50 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Sustainable Land Management Program (SLMP) is one of the Flagship programs of the Ministry of Agriculture and Natural Resources of the Ethiopian government. It has been designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF). Both are designed to strengthen domestic and foreign support as well as planning of investments that contribute to Ethiopia’s agricultural growth and development agenda for addressing issues related to the existing challenges related to land and water resources.
GIZ has been supporting the implementation of SLMP since 2008 in different forms in Amhara, Oromia and Tigray regions. Starting from 2015, GIZ SLM has increased its geographical coverage and included three additional regions, Benishangul-Gumuz, Gambella and Southern Nations Nationalities Peoples’ Region.
GIZ-SURED (Sustainable Use of Resources for Economic Development 2018–2020) will be focusing on the economic development and sustainable utilization of rehabilitated areas.
GIZ’s global programme “Food and Nutrition Security, Enhanced Resilience” in Ethiopia is a component project of GIZ-SURED. Since 2015 this component project has been working on improving the nutrition situation of food insecure people, focusing on women of reproductive age and young children.
Starting from 2018 the project will expand and implement its activities in six project woredas in Amhara region.
The project’s approach is to combine different agricultural and cross-sectoral measures to:
- Increase the availability of diversified food in the targeted districts e.g. through the promotion of homestead gardening, crops containing vitamin A, iron, zinc and oilseed varieties;
- Improve the IYCF practices including WASH on community and households’ level;
- Work in close collaboration with government, NGO partners, the private sector and research.
GIZ seeks an experienced and qualified Senior Regional Advisor for Amhara Region as per the detail below:-

Responsibilities
§ Facilitate and support the programme expansion to the Amhara region;
§ In coordination with the NSA Component Manager and SURED Regional Manager ensure the successful implementation of NSA activities at regional level and the achievement of NSA objectives and indicators.
Tasks
§ In close consultation and coordination with partners
- Contribute to the planning and implementation of project activities;
- Ensure successful and cost-effective implementation of NSA activities at regional level according to agreed plans and time frames;
- Plan and organize promotional activities.
§ Plan and coordinate regional learning and feedback workshops;
§ Document and share best practices and innovations;
§ Foster multi sectoral cooperation in the field of agriculture and nutrition in the Region;
§ Initiate the sustainable implementation of specific health services to improve the food/nutrition and health situation of the rural population;
§ Ensure the incorporation of gender aspects in the planning and implementation of NSA activities;
§ Cooperate with the programme’s M&E Advisor in the collection of baseline and follow-up data relevant to food and nutrition security;
§ Identify training needs, prepare, plan and implement relevant training courses and workshops in the region;
§ Participate in team meetings, relevant nutrition security/resilience fora, conferences in close coordination with the Component Manager;
§ Regularly inform and update the SURED Regional Manager and the Component Manager on work related matters;
§ Support the Component Manager regarding regularly reporting to Head Quarter in Germany;
§ Perform other duties at the request of the Component Manager.
Qualifications, competences and experience
§ MSc in agriculture or related fields;
§ Extensive knowledge in the area of food and nutrition security, especially in the highlands of Ethiopia.
Professional experience
§ Minimum of 5 years’ experience in international development cooperation with sound technical know-how;
§ Proven expertise in policy advise with regional and local authorities and public as well as private service providers (e.g. agricultural and/or health extension), preferably in the Amhara region;
§ Working experience with the intended target groups (women and children, as well as community structures as intermediaries).

§ Team player with excellent organizational, communication and networking skills;
§ Proven organizational, negotiation and interpersonal skills;
§ Proven ability to work with rural communities and in multi-disciplinary teams;
§ Problem solving skills and strong result-orientation;
§ Proven track record as trainer for practical and theoretical sessions;
§ Proven capabilities as trainer, planning and evaluation of training events;
§ Excellent knowledge (spoken and written) of English and Amharic, knowledge of other local language is a plus;
§ Familiarity with specific social, ethnic and linguistic aspects of the project area;
§ Very good working knowledge of standard computer applications;
§ Excellent communication and presentation skills targeting different audiences.
