ORGANIZATIONAL DESCRIPTION:

PROGRAM BACKGROUND:
The Reproductive health & HIV/AIDS Officer is responsible to oversee the RH & HIV/AIDS program activities in Shimelba and Hitsas refugee camps. The position holders reports to Health Manager.
Key Responsibilities:
Ø In collaboration with the Health Manager, design culturally appropriate RH/FP and STI/HIV/AIDS awareness campaigns
Ø Organize accurate and relevant RH/HIV content teaching materials for Health social workers, key groups, PLWHA, and mentor mothers.
Ø Design and conduct trainings/workshops on relevant RH/HIV topics for key community members, PLWHA, peer educators and health social workers.
Ø Assist the Health Manager in collecting of correct and accurate monthly information regarding RH/HIV/AIDS implemented activities.
Ø Assist the Health Social workers in the processing, monitoring and follow-up of women who have received FP methods through community-based distribution.
Ø Maintain the stock of condoms and contraceptives.
Ø Represent IRC in monthly coordination meetings at camp based with ARRA, UNHCR, Woreda health staffs.
Ø Assist in raising awareness on gender and gender-based violence issues in the refugee and the local community.
Ø Prepare and submit monthly activity progress reports to the health manager on time.
Ø Assist the health manager in managing program grant.
Ø Communicate with the logistics about the status of goods/services which are raised in quarter PR.
Ø In collaboration with the health manager, evaluate the effectiveness of the program and recommended changes in goals, objectives, interventions strategies, measurable out puts and time lines.
Ø Ensure that all condom, FP client cards and other relevant formats are properly prepared, record and kept.
Ø Establish and maintain integration among IRC’s sectors.
Ø With the collaboration of the health manager monitor and evaluate the program activities and make sure that monthly & quarter indicators met or not.
Ø Prepare plan together with Health Social Workers and assist in the provision of health education in different Zones, during high impact hours and at the ARRA health centre.
Ø Mobilize the community to establish a post test club and build their capacity through trainings and other assistance.
Ø Manage and over see the program team leader, mentor mothers, Peer educators, PLWHA IGA, youth health club members and social workers.
Ø Perform any other relevant activities or duties as deemed by the Health manager and camp manager.
Program Management
Grant Management/ Budget Monitoring
Ø Monthly procurement and budget tracking with regular follow up the budget trucking sheet and make sure that whether it corresponds to current BVA or not.
Ø Managing grants according to donor and IRC rules and regulations.
Ø Work closely with the health team and Field Manager to Monitor and appropriately spend the project budget.
Monitoring & Evaluation
Ø In collaboration with health manager monitor and evaluate the program activities and make sure that monthly & quarter indicators met or not.
Ø In collaboration with the health team, evaluate the effectiveness of the program and recommended changes in goals, objectives, interventions strategies, measurable out puts and time lines.
Human Resource Management
Ø Oversee the Laboratory technician officer and Community councillor activities.
Key Working Relationships
Internal
Ø Work with all IRC staff, Social workers, post-test clubs and CCFs with high team spirit.
External
Ø Ensure strong linkages with ARRA, MoH, UNHCR, regional health bureau, regional HAPCO, social workers, refugee central committee and other implementing partners.
Ø Actively participate on health coordination meeting and other relevant meetings with Implementing Partners and stakeholder.
Ø At least 4 years working experience for degree and 6 years for diploma in health field.
Ø Understanding of RH/STIs/HIV/AIDS issues.
Ø Working knowledge of community mobilization and capacity building techniques
Ø Good oral and written English skills.
Ø Understanding of issues related to gender & GBV.
Ø Experience in organizing and facilitating workshops and trainings.
Ø Computer literacy.
Ø Strong inter-personal skills with a proven ability to work as a team member under difficult conditions.
