ROLE PURPOSE:
The health & nutrition project manager will be responsible for field management and implementation of RESET II consortium project.
The Project manager will be responsible for ensuring that key organisational principles and approaches, such as child participation, sound M&E systems, financial control and compliance will be achieved in the period. He/ She will be responsible for ensuring that lessons derived through implementation will be well articulated, documented and shared.
SCOPE OF ROLE:
Reports to: field Office operations Manager based in Bale -Robe, and functional management by Senior Program Manager of RESET II based in Addis
Number of direct reports: 5 project health & nutrition officers
JOB SPECIFIC ROLES AND RESPONSIBILITIES
Project Management
· Ensure the projects are delivered according to the contractual requirements of the donors, i.e. that all activities and deliverables are completed within the timescale and budget, reports are submitted as per the agreed schedule and formats and any other requirements or criteria are fulfilled as specified in signed agreements.
· Update detailed work plans of project staff with project implementation and ensure this is used by the whole project team to monitor project progress towards completion
· Develop detail implementation plan and budget phasing in consultation with Sr. Program Manager and award focal team members
· Ensure programmatic and financial reports for donors, the government partners and Save the Children are prepared as required, ensuring these are of a high quality and submitted to EC Senior Program Manager in Addis Ababa in timely manner. Be fully aware of the grant compliance regulations for the European Union.
· As a budget holder for the project, responsible for the management and revision of realistic budget, ensuring proper authorization and monitoring expenditure in line with the budget and donor guidelines, Save the Children grant management and financial guidelines. This will include the supervision of monthly variance analysis reports on the project expenditure and budgets.
· To provide guidance and supervision to the project staff, together with the Bale field office operations manager to ensure they have clear objectives and received regular support and supervision.
· Ensure that established protocols for communication and management arrangements are followed by the project team.
· Lead regular field based project review meetings, to include grant management, finance and implementation.
· Ensure coordination with consortium members of the cluster; provide/receive the required supports and regular update of the projects.
· Assume responsibility to organization technical working groups meeting at Bale zone level and contribute for quarterly consortium coordination meeting
Technical Programme Effectiveness
· Coordinate the delivery of technical support by technical specialists, technical thematic leads and external consultants
· Ensure quality of work assisting project staff in the use of key generic and Save the Children tools and guidelines. These include, among others, child participation, child right programming and mainstreaming of gender, diversity and HIV/AIDS.
· Technically oversee, with the relevant project staff, the M&E plan for the program.
· Regular visits to the project implementation sites and communities
· Arrange the midterm review meetings and others as per the requirements.
Strategic Donor Relations/Resource Mobilization
· Serve as the Save the Children senior project representative for the donor in the field, nurture appropriate Save the Children public relationships, and liaise with local government authorities and member of the consortium.
· Provide regular updates on the project as per requirements which might include case studies, photographic documentation, and other reports outside the donor’s quarterly reporting requirements.
· Accompany and facilitate donor, SCI senior staff and other external visits and provide relevant background materials.
Working contacts
External:
· Significant engagement with zone level government officials in relevant departments at senior level, closely liaising with woreda authorities.
· Attendance at regular and ad hoc technical and policy level meetings. Frequent interaction with both technical and management counterparts in government, and other stakeholders.
· Regular involvement with representatives of donors, international agencies and local civil society.
· Regular working relationship with consortium technical and managerial staff
Internal:
· The post holder reports to the Bale field office operations manager at Bale-Robe and functional report to EC Senior Program Manager in Addis Ababa.
· Regular engagement with the Field Office staff and technical specialists in Addis Ababa is essential. Work should also be coordinated with the other thematic teams to enhance cross-fertilisation and ensure integrated programming.
· Collaboration with all departments, and support of overall aims of the country programme, are also essential.
Other
· The Project manager will be responsible for additional tasks and duties as and when required to support the overall Country Programme priorities.

QUALIFICATIONS AND EXPERIENCE
Essential
· Second degree in Public health, human nutrition or other related fields
· At least 5 year experiences on field project management on health & nutrition within international organizations.
· Experiences of agro-pastoralist area developmental activities has added value
· Immediate availability
Desirable
· Experience of coordinating and working with government counterparts and other partners at various levels
· Experience in management of EC or ECHO funded grants as well as other institutional donors
· Proven experience in project management including planning, monitoring and evaluation, budget management and reporting.
· Knowledge of the area and region where the post is located
· Understanding of the challenges and opportunities in realising children’s rights, in relation to the thematic area.
· Proven conceptual skills and an ability to think and plan strategically
· Strong representation and networking skills with the ability to liaise well with a wide range of individuals
· Good advocacy, communication, presentation and facilitation skills
· Strong interpersonal skills and an ability to train and mentor staff
· Proven ability to manage a complex and demanding workload
· Excellent spoken and written English language skills, with proven report writing experiences. Good Afaan Oromo spoken and written language skills will be an advantage.
· Good computer skills (particularly Excel, Word and databases)
· Willingness and ability to travel to all project areas in the Bale zone, Oromia region of Ethiopia, within approved security frameworks.
