ROLE PURPOSE:
The Programme Operations Director line manages programmes and budgets which are implemented through a decentralised system of area hubs in Health, WASH, Nutrition, Education, Child Protection, Food Security and Livelihoods and related sectors.
The Programme Operations Director is accountable for the development and implementation of all projects in their Hubs. The POD is responsible for leading a highly motivated team. His/her strategic management of programme implementation and operations will ensure the area office is in accordance with Save the Children’s policies and practices, its vision, mission and values.
SCOPE OF ROLE:
Reports to: Deputy Country Director, Programme Operations
Dimensions: Save the Children works in all regions in Ethiopia, with over 40 field offices, a current staff of approximately 1,800 and current expenditure of approximately $100 million each year.
Staff directly reporting to this post: Field Office Managers and other managers directly reporting to the POD.
KEY AREAS OF ACCOUNTABILITY:
As a member of the Programme Operations Management Team,
· Contribute to leadership of the Programme Operations Department
· Support the development of an organisational culture that reflects Save the Children’s dual mandate, values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our Members and donors
· Help design and implement a coherent Programme Operations strategy that is consistent with agency practices and appropriate to program needs
· Help establish, maintain, and improve active and regular working relationships with host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs
· Ensure that the required support is provided promptly, at scale and in line with the rules and principles during emergencies
Oversight and Management of Program Operations
· Responsible for overall coordination, implementation and support of Save the Children programs within the designated hub.
· Ensure and support efficient and effective program operations delivery with high quality for both development and humanitarian responses within the designated hub.
· Line manages programmes and budgets which are implemented through the decentralised system of area hubs
· Delegated responsibility for field delivery of high quality programming in line with the objectives of the country strategy
· In collaboration with the Senior Management Team (SMT), develop and maintain One Save the Children vision for programming, as well as effective and efficient allocation of Country Office resources to achieve strategic goals and commitments
· In close coordination with SMT, participate in program proposal process led by the Programme Development and Quality department, liaise with donors, develop funding plans and proposals, and ensure that all programs progress in accordance with grant agreements, are completed within time and on budget
· Working with SMT, participate in conceptualizing and designing cost effective, innovative and high quality programs to that can benefit children
· Ensure that operational qualities of Save the Children work in Ethiopia CO are achieved in general and operational Key Performance Indicators are met in particular for all awards in the hub.
· Ensure programs are implemented according to plans and budgets, following the requirements of donors and the rules of donor compliance, in ways responsive to the communities and children, in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government and national NGO partners to strengthen national capacity
· Ensure that the program managers from different technical sectors reporting to the hub are coordinated, integrated and support each other to optimize programs and projects
· Ensure preparation of timely and high quality progress reports, program reports, and donor reports
· Work with colleagues to ensure that programs are monitored and evaluated, that lessons learnt about successes and failures are measured and recorded, and that evidence-based analysis leads to improved quality in advocacy, innovation, programme development and implementation
· Identify means of strengthening the quality of program implementation through technical assistance, networks, professional development opportunities, training workshops and/or improved co-ordination.
· Ensure that each area hub has an up-to-date relevant business development plan/hub specific strategy plan based on the Country Strategic Plan, a master budget and an emergency preparedness plan.
· Maintain an overview of the political and security context in the region and understand how changes and development may affect the programmes’ work; ensure that this is communicated regularly to the Country SMT.
· Ensure all Programme Managers have robust detailed implementation plans/DIPs, corresponding phased budgets, procurement plans, recruitment plans and MEAL plans and the plans are effectively utilised to ffectively and efficiently manage programs.
· Take responsibility for identifying and managing program, operational and child safeguarding risks within the Hub.
· Responsible for delivery of technically high quality programming in line with the objectives of the country strategy within the Hub.
· In close coordination with Award Unit, ensure that all programs progress in accordance with grant agreements, are completed within time and on budget.
· Ensure proper kick offs and close outs of awards in of the hub are done for all awards in the hub.
Staff Management, Mentorship, and Development
· Ensure and manage appropriate staffing within area of responsibility
· Ensure that all staff understand and are able to perform their role in an emergency as well as in development contexts
· Manage the team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
· Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
· Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up
· Manage the performance of all staff in the program operations work area through:
o Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
o Coaching, mentoring and other developmental opportunities;
o Recognition and rewards for outstanding performance;
o Effective and timely management of poor performance
o Documentation of performance that is less than satisfactory, with appropriate performance improvements / work plans
QUALIFICATIONS AND EXPERIENCE
· Recommended a minimum of 12 years management experience in a humanitarian and development environment, including significant field operations experience running both emergency and development programs.
