Accountabilities |

· In collaboration with the Project Coordinator and the Logistics Coordinator, planning, establishing and reviewing the activities for his area of logistics technical activity including its annual budget, in order to identify and give a response to the needs of the mission and the targeted population. · Monitoring and ensuring the implementation in the project of his/her technical activity ensuring compliance to MSF standards, protocols and procedures, and reporting to the Project Coordinator on the development of the ongoing programs. This can include one or more of the following activities: o Electricity: Ensuring the correct installations, maintenance and monitoring of the electrical equipment and set up o Construction: Ensuring the correct implementation, maintenance and monitoring of the construction/rehabilitation projects in the mission o WHS: Ensuring the correct implementation and monitoring of the water, sanitation and hygiene activities o Biomed: Ensuring good functioning and proper maintenance and monitoring of the biomed equipment o Workshop/Mechanic: Ensuring good functioning of the vehicle fleet and other engines o Fleet: Guaranteeing the adequacy of means for fleet and motorized equipment management o Any other technical logistics activity · In collaboration with the Project Coordinator, Logistics Coordinator and the HR Coordinator, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area · Ensuring technical support for his area of activity and provides coaching to logistics staff under his/her responsibility. · Participating in monthly reports according to guidelines · Performing delegated tasks according to his her specialty and as specified in his/her job description |

Electrical systems and energy, § Ensure that all electrical systems and energy equipment are functional at all times and follow up their installation, reparation and maintenance. § Ensure that electrical installation is always safe. § Ensure that all electrical materials used in installation are of good quality. § Ensure execution of the electrical safety checklist timely. § Maintains updated total inventory overview of generators, assuring proper documentation as per Log admin Kit. Construction, § Planning construction/rehabilitation projects in the project, participating in the project design and development and ensuring that technical aspects are in comply with the local construction habits. § Participate in the preparation of budgets associated to construction/rehabilitation projects, preparing invoices for payment of the works and anticipating the cash flow required for monthly payments. § Ensuring that people who work in construction wear safety equipment so as all workers comply with safety standards § Following up and reporting on the works progress and on technical aspects of the work and participating in monthly reports according to guidelines (SitRep, Logistics Statistical Report, etc.) Vehicle Management § Act as the focal person in the case of accidents in the project area following MSFH policies and procedures. Submit an immediate incident report within 24 hours of the incident. Follow-up on the case and provide the post incident report within two weeks. Keep a record of all incidents and submit and follow-up on insurance claims through to completion. § Ensure all vehicles are in good working condition at all times and follows up the validity of all required documents per vehicle. § Follow up the annual inspection of vehicles with mission fleet and workshop manager. § Plans and coordinates the vehicle movement in close communication with all project members and CO. § Maintains updated total inventory overview of vehicles, assuring proper documentation as per Log admin Kit. § Ensures that all drivers have valid driving licences and conducted eye test as required. § Monitors logbooks and charge sheet of Drivers on a weekly basis; compiles and submits monthly report of maintenance cost summary, fuel usage, personal mileage and KM analysis and submits with recommendations. § Oversees the daily operations of the workshop, proper utilisation and up keeping of tools and equipment; supervises the refilling of vehicles. § Closely monitor fuel consumption and manage fuel supply of vehicles and generators of the project. § Ensures the proper usage of fleet management tool (GPS tracking)
Installation, Repair and Maintenance § Supervise the installation, maintenance and repair requirements of equipment and installations (biomedical equipment, generators, pumps, AC, cold chain, chargers/invertors, batteries, cabling, lightning …) efficiently and effectively. § Manage contracts and supervise third parties involved in the repair and maintenance of vehicles, office compound and other technical works carried out in the project. § Ensure MSFH standard implementation on technical issues in the whole project. § Make sure that MSF houses, compounds, warehouses, offices and all premises are in good condition and well maintained. § In charge of safety for all compounds, warehouses (electrical, fire, …) § Manage and ensure the asset liquidation and handover process according to the country procedures and requirements. § Receive repair/ maintenance requests and record them, follow up the works and provide feedback on the status of the requests. Communication § Ensure all VHF and HF equipment is in good working order and properly installed, maintained and programmed. § Maintain MSFH communication list, including call signs and road codes. § Ensure updating of communication equipment inventory on monthly basis for the project. |
