BACKGROUND:
The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support to partners, managing and leading projects, and coordinating and linking institutions.The programmatic focus of the Agency responds to a core set of needs identified by the Agricultural Transformation Council, chaired by the Prime Minister, and focused in the areas of crops and natural resources, livestock, agribusiness and markets, and cross-cutting issues.

POSITION SUMMARY:
One major area of ATA’s work is the Agricultural Commercialization Clusters (ACC) Initiative which aims to accelerate commercialization of priority agriculture commodity value chains in geographically clustered high-potential areas through market-driven and integrated value chain development. The ACC approach serves as a platform for bringing together multiple stakeholders within government, civil society and the private sector, to drive rapid, sustainable and inclusive development of priority agricultural commodity value chains. Specific objectives have been related to sustainability and inclusiveness, in particular:
The Sustainability & Inclusiveness Monitoring & Evaluation (M&E) Senior Expert will develop modalities for measuring the impact of mainstreaming sustainability and inclusiveness across the ACC Initiative. This will include: (i) articulating the theory of change and establishing a related hierarchy of objectives, (ii) suggesting enhancements to the ACC Results Framework to incorporate relevant indicators, KPIs and targets, if relevant, to ensure impact of the mainstreaming can be clearly quantified, and (iii) developing of an evaluation methodology for measuring the overall impact of mainstreaming, quantifying the expected impact of selected interventions, understanding whether the approach and interventions adopted have worked, and drawing out best practices. The results of this of the Senior Expert’s work will serve as input for the development of a project appraisal document (PAD) for the ACC.
