As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives. GIZ promotes reforms and change processes. In Ethiopia, GIZ has been working for more than 50 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Sustainable Land Management Program (SLMP) is one of the Flagship programs of the Ministry of Agriculture and Natural Resources of the Ethiopian government. It has been designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF). Both are designed to strengthen domestic and foreign support as well as planning of investments that contribute to Ethiopia’s agricultural growth and development agenda for addressing issues related to the existing challenges related to land and water resources.
GIZ has been supporting the implementation of SLMP since 2008 in different forms in Amhara, Oromia and Tigray regions. Starting from 2015, GIZ SLM has increased its geographical coverage and included three additional regions, Benishangul-Gumuz, Gambella and Southern Nations Nationalities Peoples’ Region.
GIZ-SURED (Sustainable Use of Resources for Economic Development 2018–2020) will be focusing on the economic development and sustainable utilization of rehabilitated areas. Against this background, GIZ Ethiopia is looking to recruit an Advisor Value Chain for GIZ-SURED as specified:

Responsibilities:
· Development and introduction of methods for commercialization of small scale farming systems using the VC approach.
· Introduction and application of methodologies for baselines and selection of relevant inclusive and climate smart VC for small holder famer systems, incl. cooperatives in project and partner systems.
· Development, introduction and monitoring of performance of inclusive VC and relevant perspectives (e.g. youth employment, gender aspects, climate smart designs, maintenance of rehabilitated lands) for commercialization of small scale farming systems like Value Links in project and partner systems.
· Develop a complete (unit) costing system for all project interventions in all areas of VC in project and partner systems.
Tasks:
· Identify employment opportunities and ensure maximum employment for utilization of rehabilitated lands.
· Organize assessment, targeted baselines of emerging and existing VC in relevant project areas.
· Use the results of baselines for the selection of VC jointly with development partners, extensions agents and organizations incl. private sector.
· Select and introduce geographical and commodity based VC interventions in the project´s geographic and thematic areas.
· Coordinate with all GIZ projects in Ethiopia working on VC, FBS and extension.
· Coordinate with project team members working in FBS, extension, CD and rehabilitation to develop application and support for business models.
· Develop a way to embed inclusive VC in combination with FBS into existing extension systems including ATVETS, etc.
· Define capacity development needs of partners in VC development and similar training models.
· Determine all (unit) costs and returns for all activities of the project`s investments in VC.
· Identify strategic and operational cooperations and partnerships with relevant actors in the sector of small holder agricultural development.
· Further develop and update VC development approaches on a continuous basis to improve results and returns of investment.
· Prepare quarterly plans and reports for the management to allocate resources accordingly.
· Define and monitor jointly with the project´s M&E unit the outputs, outcomes and impacts of VC and introduce into all partner systems (numbers, data, and facts).
· Monitor all GIZ supported VC measures, develop unit costs and measure monetary as well as impact results of SLMP VC efforts.
Other duties/additional tasks:
· Regularly present his/her work results to the technical team and prepare concise reports for the SLMP programme and PCU.
· Performs other duties and tasks at the request of management.
Competences:
· Excellent knowledge of the GIZ rules and regulations and of GIZ project cycle management.
· Proven capacities for systemic and strategic thinking, planning and management.
· Thorough knowledge and understanding of SLMP guiding documents (PIM, CBPWD, Exit / Sustainability Strategy, Operational Manual, etc.).
· Excellent skills and experience with relevant sector actors.
· Excellent knowledge of English and regional language, written and spoken.
· Good working knowledge of standard computer applications such as MS Office applications (Outlook, Word, Excel, PowerPoint etc.).
· Experience in coordinating teams of experts and establish effective information flow.
· Experience in developing and building good working relationships with government authorities and with other public and private sectors.
· Excellent capabilities as trainer including participatory training methodology, planning and evaluation of training events.
· Excellent communication skills on different hierarchical levels, including conflict management skills.
Qualifications and Experience:
· University degree (MA) in agriculture, natural resource economics, watershed management, natural resource management with a strong understanding of economics or related subject.
· Minimum of 5 years of professional field experience in value chain management especially and promoting economic development in rural areas.
· Excellent technical knowledge in the fields related to SLM/SURED and practical experience on business plan development, value chain analysis and environmental & social safeguard issues.
