Role Purpose:
Save the Children works in all regions in Ethiopia, with over 40 field offices, a current staff of approximately 1,800 and current expenditure of approximately $120 million each year. The Chief of Party will provide strategic and operational leadership and assume the overall responsibility for the implementation of a large-scale (approx. USD 5m per year over 5 years) integrated Programme addressing mother and child health and nutrition in the Amhara and Afar regions of Ethiopia, funded through Global Affairs Canada (GAC). The Chief of Party must bring a senior
leadership profile with a proven track record in managing complex programming delivery in fragile
and conflict affected countries.
SCOPE OF ROLE:
Reports to: – DCD-Ops
Dimensions: Oversees budget in excess of USD 25m with a programme staff of approximately 10
in the Country office under direct management and 70 staff across five field offices in Afar and
Amhara under matrix management.
Staff directly reporting to this post: Deputy Chief of Party (DCOP), Country office based technical Advisers and support staff.
Working contacts:
Internal: Area and Field office managers, country office technical advisors in relevant sectors,
country office support teams including finance, awards, logistics, HR and security, Save the Children
Canada technical advisers, donor compliance and support teams.
External: Regional government, consultants, donor and partner agencies
KEY AREAS OF ACCOUNTABILITY:
As a senior member of the Ethiopia Country Office
· Support the development of an organisational culture that reflects Save the Children's full
spectrum mandate, values, promotes accountability and high performance, encourages a
team culture of learning, creativity and innovation, and frees up our people to deliver
outstanding results for children "
· Help establish, maintain, and improve active and regular working relationships with host
government authorities, donors, partner agencies, and local and international
NGOs
Oversight and Management of Programme Delivery
· Overall management and implementation of a multi-million dollars integrated programme
· Strategic guidance, providing strong leadership and ensuring technically sound decision-
making processes
· Provide oversight of programme activities, team building and the creation of external
partnerships
· Ensure that an effective monitoring and performance management system is in place for
achieving prior agreed targets in relation to programme activities, budget allocations and
financial expenditures, ensuring that value for money can be effectively demonstrated to
the donor
· Ensure that the project is appropriately staffed across Save the Children and project
partners, including the appropriate combination of expertise across technical and
operational areas
· Develop and maintain efficient and effective operating systems, and ensure compliance with
Save the Children's Quality Framework and Minimum Operating Standards, including safety
& security management
· Manage and monitor the programme budget in line with the country office scheme of
delegation, ensuring compliance with donor rules and accurate and timely financial
reporting
· Ensure preparation of timely and high quality progress reports and donor reports
· Work with colleagues to ensure that lessons learnt about successes and failures are
measured and recorded, that evidence-based analysis leads to improved quality in
advocacy, innovation, programme development and implementation, contributing to Save
the Children's learning on integrated programme delivery
· Nurture strong relationships with Save the Children's partners in country, national and
regional level government and donors, as well as other key stakeholders in the country of
operation
· Regular field travel and programme monitoring
Staff Management and Development
· Overall leadership of the programme team ensuring that all staff understand and are able
to perform their role effectively
· Manage direct reports; define expectations, provide leadership and technical support as
needed, and evaluate direct reports regularly
· Manage the performance of all programme staff through:
· Effective use of the Performance Management System including the establishment
of clear, measureable objectives, ongoing feedback, periodic reviews and fair and
unbiased evaluations;
· Coaching, mentoring and other developmental opportunities;
· Recognition and rewards for outstanding performance;
· Effective and timely management of poor performance
· Documentation of performance that is less than satisfactory, with appropriate
performance improvements I work plans
· Work with the DCD-Ops, Programme Operations Directors of North and East Hubs and Field Office
Managers to ensure effective performance management of matrix managed staff
Child Safeguarding
· Ensure all staff, partners and any representatives of Save the Children are aware of the
child safeguarding policy, and that all raised CSG concerns are appropriately handled.
QUALIFICATIONS AND EXPERIENCE
Essential
· Masters degree or equivalent in development studies or a related discipline and 12 years of relevant working experience
· Experience at senior management level within fragile or conflict affected states,
managing programmes in excess of USD 5million per year
· Prior experience of delivering integrated multi-sector programming, preferably in health,
nutrition, livelihoods and WASH in a socio-cultural and political context similar to Ethiopia
· Demonstrated experience of developing and managing relationships and funding from
donors such as DFATD/GAC, DFID, USAID, ECHO, World Bank, etc
· Management of multi partner programmes or consortia
· Demonstrated experience of working with national and/or regional level government
structures to strengthen capacity of the state to deliver basic services
· Experience of working within a complex and matrix organization structure
· Significant knowledge of international humanitarian and development systems, institutions
and donors, and of procedures, accountability frameworks and best practices in emergency
management
· Solid project management skills related to organizational development projects and
international, cross-functional teams with a proven history of delivering results
· Experience of building, leading and developing a team of senior staff with different
backgrounds and expertise
· Experience of building personal networks at a senior level, resulting in developing new
opportunities for the organization
· Experience of solving complex issue; through analysis, definition of a clear way forward and
· ensuring buy-in
· Excellent communication, presentation and interpersonal skills
· Fluency in written and spoked English
· Willingness to travel extensively and to work in harsh and difficult physical conditions in
areas of potential insecurity
· Commitment to and understanding of Save the Children's aims, values and principles
including rights-based approaches.
Desirable
· Technical expertise in a sector of relevance (health, nutrition, livelihoods, water and
sanitation)
· Knowledge of programming in pastoralist communities
· Experience of emergency preparedness, planning and response
