TOR on establishing framework agreement with a consultancy firm for designing and publication of friendly version of Child safeguarding materials (Graphic Designer) - Country office
Objective
Save the Children has its own child safeguarding policy, code of conduct and briefing notes and standards for staffs, beneficiaries, drivers, consultants and other representatives has been developed based on the policy and other support documents to create a safer place for children. For effective implementation of the policy and other materials, it is important to disseminate friendly version of materials for staff and other representatives to access the information easily and in attractive manner. For this purpose, the Child safeguarding unit is intended to outsource the designing and publication of those friendly versions of Child safeguarding materials to consultancy firm due to the professional graphic design skill needed to perform the designing and publication of these friendly versions of CSG materials.
Responsibilities for the consultant /graphic designer /
· Receiving a document to be published (With a detailed specification) from the Child Safe guarding unit and having reviewed the work to be done
· Provide sample of all the printed copies of the developed/designed materials for quality approval/comment
· Correcting the comments accordingly and supply the printed materials after comment
· Finalizing the documents through producing the final draft
· Timely deliver the designed materials in friendly version and deliver the final soft copy
· Proceeding to the publication process through receiving specification on quality and quantity of printing materials
· Timely deliver the printed materials as per the quality and quantity needed
Materials to be designed and be publicized
· Design for various child safeguarding briefing notes (i.e. contractors, consultant and beneficiary, Volunteer, Compliant feedback and response mechanism information boards)
· Designing of Child safe guarding induction booklet for safety & security and fleet units
· Cartoon pictorial illustration of various Child safeguarding notes relevant to the cultural context of different project areas
· Designing and publication of Child safeguarding focal points design in a friendly version
Specification of designing
· Designing small book with spiral, A6 size booklet (5.5" x 8.5" and 8.5" x 11") and to be customized according to the need to proposed from the CSG unit
· leaflet and brochures designing with the following specification according to the need to be described by the CSG unit
ü 3.5" x 8.5"
ü 5.5" x 8.5"
ü 8.5" x 11"
ü 8.5" x 14"
ü 11" x 17"
ü 11" x 25.5"
· Develop A7 contact list of Child safeguarding focal points design in friendly version
· Posters and information board design with the following specifications
ü Posters might be adapted to various local contexts (i.e. in terms of language and picture)
ü The poster should well explain the purpose and the entire content of shared materials
ü Posters might be single sided or double sided based on the need forwarded from CSG unit
ü Poster maximum size: A0 size (1189 x 841 mm) and must be Portrait orientation.
ü Posters may require the incorporation of photographs, figures and tables
Responsibility of Save the Children
The Child safe guarding unit is responsible to support the consultant on the following points:
· Clearly brief the consultant about the desired task and provide all the necessary document and information for the production of material
· Provide feedback on the designed material as necessary
· Follow up on the incorporation of feedback
· Facilitate payment for the consultant
Period
This framework agreement covers a period of one year effective from February 15/ 2018. The child-safeguarding unit reserves the right to rescind the agreement due to unsatisfactory performance by the contractor.
Ethical consideration
· The consultant need to submit the soft copy of the designed material and it cannot be used for any other organization or consultancy work. All the developed material is belonging to Save the Children only.
In addition, also provide:
· Cost of each design per layout and pages
· Detail timeline for the complete the design work
· Cost for designing cartoon picture illustrations
It is expected to receive, together with the quote:
· Samples of recent work (last two years) such as books, reports, manuals, booklets, flyers and banners.
· Company/consultancy profile
Qualifications Consultancy firm
· The contractor must be a reputable graphic designer with prior experience in the design of booklets, leaflets posters e.t.c… such as the publications of the Evaluation Office
· The contractor must be experienced in arranging and supervising the production of the type of publications specified above.
· The contractor must have design experience in different local languages respective to SCI intervention areas
· The contractor must be in a position to guarantee timely delivery of layout proposals.
· Previous exposure of working with Save the Children in similar tasks
