BACKGROUND
Marie Stopes International Ethiopia (MSIE) has been working in Ethiopia for 27 years, delivering family planning and reproductive health services to millions of low-income and under-served women and men across the country. MSIE provides comprehensive Sexual and Reproductive (SRH) services through a network of 20 SRH centers, 4 maternal and child health specialty centers, 325 franchised private clinics under the brand of BlueStar Healthcare network, 13 outreach/mobile teams, 55 supported public facilities, and call center to meet its mission of children by choice not by chance.
Fit-for-Work (FFW) is one of MSIE’s programs which have been funded by the Embassy of the Kingdom of Netherlands. The program aims to improve SRH services through private sector providers to women in Ethiopia targeting vulnerable and under-served young women and men in the workplaces of large manufacturing industries. The program is working in partnership with private and state-owned larger manufacturing industries specialized in horticulture, leather, textile and garment, pharmaceuticals, ammunition, and sugar production, etc.
FFW recognizes that issues of reproductive health and family planning (FP) are often excluded from employers’ health insurance coverage package. Recognizing this gap, MSIE planned to conduct a feasibility assessment with urban employers that do/do not provide health insurance in order to identify SRH needs of employees, the kind of health coverage provided, its gaps, and develop an appropriate model. Hence, MSIE is looking for an experienced individual to conduct this assessment and come-up with a recommendation for appropriate package offering for urban employers.
CONSULTANCY OBJECTIVES
General Objective:
To conduct feasibility assessment with urban employers that do and/or do not provide health insurance; and come-up with recommendations (model) for appropriate health insurance coverage (package) taking into consideration employees’ SRH needs, existing gaps/barriers, and employers preference.
Specific Objective:
Specifically the assessment will explore the following issues:

SCOPE OF THE CONSULTANCY
The consultancy will be undertaken in selected major urban areas including Addis Ababa and the four regional cities: Hawassa, Mekele, Adama, and Bahir Dar. It will include a desk review on the topic and the collection of primary data. Data will be collected from urban employers, female and male employees, and health insurance providers. Respondents from this population will be randomly selected but make sure adequate representation of employers that are engaged in different sectors. Moreover the sample for employees should adequately represent those in reproductive age in the selection of respondents.
The consultancy is expected to adopt mainly qualitative methods. A range of data sources will be used. This can include but not limited to semi-structured interviews, in-depth interview, focus group discussion, and case studies can be conducted based on the consultant recommendation and consensus with MSIE research team.

This consultancy requires the services of competent individual consultant with demonstrated experience, great connection with insurance industry, at highest standards and acceptable cost. The individual consultant should have the following qualifications:

REPORTING AND SUPERVISION
MSIE shall solely and exclusively own all rights in and to any work created in connection with this agreement, including all data, documents, information or other proprietary rights in and to the work. Such ownership includes the right to make further use of the data, results, reports and other findings resulting from and specific to the work performed pursuant to this consultancy with no prior notification to or approval from the other party.
PROPOSALS AND SELECTION PROCESS
Short listed consultant are expected to develop and submit a proposal to MSIE.
