Background
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Better Migration Management (BMM) project aims to respond to an overall objective to improve migration management in the region, and in particular to curb the trafficking of human beings and the smuggling of migrants within, though, and from the Horn of Africa. The BMM project is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with European and International agencies, such as IOM and Expertise France.
The BMM project is an example of cooperation between the European Commission and the German Federal Ministry for Economic Cooperation and Development (BMZ).To facilitate the implementation of the BMM project, GIZ is recruiting one or more Female interns to be based in Addis Ababa under the supervision of the BMM Country Coordinator to assist in BMM implementation in Ethiopia and Djibouti.

Responsibilities:
The Procurement and Logistics Officer is responsible for:
Purchasing materials and equipment for the BMM program in Ethiopia and Djibouti in accordance with GIZ rules and conditions, as well as relevant requirements of the donors;
Completing customs declarations;
Ensuring vehicle registration, as directed;
Informing respective departments on time about the status of procurement and customs matters, particularly in the event of delays;
Finding creative and appropriate solutions to procurement and logistics difficulties;
Supporting all event planning in the area of procurement and logistics;
Coordinating effectively with colleagues in the administrative division and with procurement and logistics officers at GIZ Brussels and Head Office.
Handling duties related to tendering and/or finalizing type of contract and financing agreement, under the direction of the BMM Head of Finance and Administration; and
Liaise directly with GDCO (GIZ country office) procurement and service department.
Tasks:
Purchasing, procurement
Procure materials and equipment locally, monitor markets, issue invitations to tender and process orders in accordance with GIZ regulations.
Enter and maintain data relevant for procurement and tenders in ProSoft.
Accept goods and ensure that the receipt is documented and that the goods received checked appropriately in accordance with GIZ regulations.
Enter purchase requisitions and confirmation of receipt of goods through ‘Beschaffung Online’ for procurement through Head Office.
Process complaints from third-parties about tendering or other procurement processes of GIZ BMM.
Check for correctness goods invoices, goods inwards receipts, and other (delivery) papers and payment instruction.
Arrange for the safe transfer of goods to their destination.
Notify respective departments of delivery location and time.
Obtain storage or warehousing on an as needed basis for procured items.
Process cases of damage in transport.
Document and file properly completed orders.
Logistics
Customs declarations
Prepare and submit all necessary papers for duty-free import of goods.
Monitor and control deliveries by air or ship.
Monitor release of goods and further processing.
Organise and coordinate the collection of goods, including travel to dry ports or other locations as needed and directed.
Enter information in the customs declaration database, prepares statistics if needed.
Assist BMM programme staff with private customs issues as directed.
Vehicle registration
Organise initial and subsequent registration, tax, and insurance for project vehicles.
Forward registration and insurance papers to the responsible BMM programme staff.
Document completed registrations and monitors the status of vehicle registration (official and private vehicles).
Notify responsible BMM programme staff of the need for initial registration and insurance, and assist them in gathering the documents required, if necessary.
Process accident insurance claims against local and German insurance companies in cooperation with Head Office.
Administrative services
Inform GIZ BMM staff in the country in question about customs issues relating to private goods importation as well as the registration and insurance of private cars.
Inform and assist GIZ BMM staff as regards shipments of goods as part of their outward journey as part of the GIZ office’s service package.
General tasks
Use external service providers to complete customs declarations procedures and vehicle registrations and supervise them.
Perform other duties and tasks at the request of the regional coordinator.
Qualifications and Experience:
University degree (BA) in business management or equivalent is preferred, but other educational background will be accepted with appropriate work experience.
Minimum of three (5) years professional experience in procurement and/or logistics related to international development or humanitarian aid work.
Good knowledge of the GIZ rules and regulations and GIZ procurement software (i.e. Cosoft and Prosoft) is preferred.
Knowledge of standard computer applications such as MS Office applications, in particular Excel.
Proven working knowledge of English, French and Amharic language, written and spoken, is required.
Trustworthiness and ability to maintaining strict confidentiality and observing data protection and associated guidelines where appropriate.
Ability to work independently, unsupervised, and as part of a multicultural and international team.
Ability to travel within Ethiopia and to Djibouti on a regular basis.
