In Ethiopia GIZ has been implementing development programs on behalf of the German government for over 40 years jointly with our national partners. The focus of our work in the country is on vocational education, sustainable use of natural resources, land management and food security, biodiversity and forestry. Further programs enhance the development of a sustainable textile sector and renewable energies. GIZ Energizing Development Ethiopia is looking for a qualified candidate as per the detail below:

Responsibilities
The incumbent is responsible for the:
EnDev Ethiopia Regional Office deliverables, as per the program goals, objectives, milestones and indicators defined in the program documents;
Steering of and negotiation with the regional partners in aligning and synergizing EnDev Ethiopia program goals, objectives and strategies with the region’s efforts and strategies;
Provision of professional advice and technical assistance to regional stakeholders and partners in capacity development of Renewable Energy (RE) technology and market development fields;
Creation of synergy, Communication and Cooperation between RE technology and market development interventions and with other GIZ programs as well regional plans;
Documentation / knowledge management of learning and innovation with regard to RE technology;
Supervise six to seven regional office staff,
Monitoring the budget and the financial utilization of the regional office
Within this context, s/he fulfils the following tasks:
Tasks:
Professional advising & consulting:
Participates in identifying needs for external support / advice, and developing recommendations on appropriate RE policies and strategic directions;
Contributes to preparation and implementation of the consultation process, the programme activities and efforts in the region;
Supervises development and implementation of programme plans in close coordination with regional partners;
Organises and implements workshops, seminars, and other promotional and educational events on RE technology dissemination;
Assesses the quality of work and proposes necessary changes or improvements;
Determines bottlenecks and recommends alternative courses of managements action;
Technical processes:
Assesses alternative RE technology techniques, approaches and methods and support their implementation;
Manages the provision of technical training on RE technology and market development for strategic partners, producers retailers etc.;
Promote capacity building of counterparts in government institutions at different level and other stakeholders;
Supervises and ensures the quality and timely completion of performances of outsourced activities;
Monitors project progress, quality of work, reviews reports and documents concerning the progress of programme targets;
Networking, Communication and Cooperation:
Co-operates with and ensures regular contacts and dialogues with RE technology and market actors within the programme’s environment as well as with other projects;
Promotes the networking of RE technology and market development interventions and outcomes with different institutions and projects in Ethiopia and elsewhere;
Communication and cooperation with RE technology value chain actors from both private and the public sectors in the region
Management and Coordination:
Supports general project planning, including preparation, organization and moderation of planning exercises;
Coordinates, prioritises and monitors relevant programme activities within the region;
Knowledge Management:
Ensures that information and knowledge products are designed, developed, processed, stored and dissimilated via different media;
Coordinates development of strategies and technical concepts including guidelines, manuals, procedures, and standards;
Coordinates preparation of articles, research and study activities on policy topics that will benefit collaborative RE technology and capacity development;
General Duties:
Manages the personnel, finance, and infrastructures of the entrusted area of activity;
Represents the interests and always acts on behalf of the GIZ EnDev Ethiopia programme;
Other Duties/Additional Tasks:
Prepares terms of references, and orients and supervises national short-term experts;
Prepares and manages the budget of the region;
Qualification and experience:
MSc degree in Renewable Energy Technologies, Electrical Engineering, Mechanical Engineering, Agricultural Engineering, Industrial Engineering and related fields; (training/expertise in market development of renewable energy technologies, contract administration, business administration and accounting have an added value).
Minimum of 5 years relevant occupational experience in the necessary filed or equivalent combination of both
Fluent in English, Oromifa, Amharic and other regional languages, both written and oral;
Excellent computer skills (Word, PowerPoint, Excel - Photoshop, Graphics etc. an asset)
