ROLE PURPOSE:
The Education in Emergencies Program Specialist will be the focal point for emergencies in education programme in Ethiopia with responsibility for maintaining technical oversight of the design and implementation of education programme in refugee locations in Ethiopia Somali (Dollo Ado, Jigjiga others as appropriate) and other emergency situations. The Education in emergencies program specialist will also ensure that SCI’s Ethiopia Education Programme is aligned with Save the Children’s global strategies as well as national government and donor policies and strategies.
The position holder will develop education in emergencies concept notes and proposals through consultation with SC field team, government bodies, beneficiary community and children for humanitarian response. In carrying out such duties and responsibilities, the position holder will liaise with ARRA, federal Ministry of Education, regional Education Bureaus (REBs), Woreda Education Offices (WEO), education institutions, Cluster Coordination Task Force members, donors, partners and SCI thematic team members to ensure SCI is well-positioned. He/she will provide technical support to field staff to improve quality of project/ program implementation. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY:
· Develop education project/program concept notes, proposals, log frames, budget and DIP for humanitarian response
· Develop quality benchmarks for projects for the humanitarian response
· Monitor quality of project implementation
· Provide technical assistance to field offices, including building capacity of staff.
· Maintain and manage database on emergency and humanitarian response in target areas.
· Lead evaluation and assessment on current issues and impact of humanitarian response.
· Review reports from field before they are sent to donor by Operations Director
· Contribute to cluster coordination Task Force meetings and updates members about development with SC intervention
· Maintain good working relationship with awards, finance, PDU and his/her line manager
· Document evidences from interventions in the field for Learning and Knowledge management
· Update member, donors and other stakeholders via skype, telephone, in person or though meetings/ workshops about SCI education response
QUALIFICATIONS AND EXPERIENCE
· Holds Bachelors of Education Degree or related qualification in Development Studies with background in education (Early Childhood Education and/ or Basic Education).
· Minimum Seven years of working experience on humanitarian response is required.
· The position requires knowledge of national education policy, policy frameworks, education sector development program, Humanitarian Core Minimum Standards and skills/capacity to analyse and interpret the policies and core minimum standards.
