1. Purpose: Catholic Relief Services/Ethiopia (CRS) seeks EOIs to shortlist potential consultants before requesting detailed bids for a pending CRS/Ethiopia Financial Services Providers (FSPs) Capacity Assessment.
2. Objectives and Scope:
CRS has been awarded the USAID Feed the Future Livelihoods for Resilience – Oromia (LRO) and Food for Peace Development Food Security Activity (DFSA) which are operational in 14 woredas in Oromia (Ziway Dugda, Shala, Heben Arsi, Arsi Negele, Sire, Siraro, Dodota, Boset, Adami Tulu Jido Kombolcha [ATJK], Melka Belo, Midega Tola, Babile, Deder) and Dire Dawa Administrative Unit. With the objectives of increasing Productive Safety Net Program (PSNP) households’ income and diversification through on-farm and off-farm livelihood options, CRS Ethiopia has planned to conduct a Financial Services Providers (FSPs) capacity assessment. The assessment will enable both activities identify potential FSPs - namely Microfinance Institutions (MFIs) and Rural Saving and Credit Cooperatives (RuSACCOs) and facilitate beneficiaries’ linkages with them in the target areas. The linkage will increase access to financial services (i.e. savings, loan and micro-insurance) for activities targeting livelihoods group members (men, women and youth).
Potential objectives of this consultancy are:
· To identify potential FSPs with capacity to provide financial services to Activity participants.
· To explore quality, terms and conditions of existing FSP products and services and whether they met PSNP client needs and the MFIs/RuSACCOs readiness to develop new products, when required.
· To identify growth potential of the FSPs and willingness to address PSNP clients, with emphasis on women and youth, based on agreed terms and conditions with CRS/MCS/HCS.
· To identify community and stakeholders’ perception on the MFIs/RuSACCOs.
· To identify capacity strengths and weaknesses of the FSPs and their boards, management and staff, and key intervention areas with priority given to 1) physical and human capacity gaps of operation towards improving effectiveness and efficiency of the FSPs branch in servicing the target beneficiaries, and 2) capacity gaps in accessing government conditional capacity building grant.
· To explore how FSPs have used loan guarantee funds in the past, if any, and identify any best practices in designing the management of these loan guarantee funds.
· To develop strategies and approaches for the financial linkage to be implemented.
· To develop simple business plan development template (maximum three pages)
3. Expected Procurement Details:
CRS is seeking EOI from either a consultant firm or individual consultant who has the following qualifications:
· Master’s degree in economics, agricultural economics, business, Microfinance, Cooperatives Management or any other relevant professional areas.
· Proved previous working experience conducting capacity assessment with focus on financial institutions, particularly MFIs and RuSACCOs, skill in research and analysis, and familiar to approaches and tools of capacity assessment
The consultant will be expected to deliver:
· An inception report with detailed methodology (planned timeline and workplan, reviewed relevant secondary sources, detailed methodology and approach, data collection and analysis tools, outline of report), KII and FGD checklist.
· A comprehensive Capacity assessment report and present result to validation workshop participants.
· Develop strategy document and guidelines to implement the financial linkage-FSP engagement strategy
· Develop business plan template/sample acceptable for both FSP and clients (maximum three pages).
3a. CRS Delivery Schedule (if applicable): If selected, the consultant will be expected to complete the above-mentioned deliverables by April 27, 2018
3b. Timeline for Contract: CRS wishes to enter into agreement with the consultant on March 10, 2018. Start date will be dependent on consultancy proposal on how to submit the deliverables as per the above-mentioned delivery date.
