The expert will be working in the project: “DEAL: Development of Innovative Employment Oriented Schemes and Active Labor Market Measures to Increase Livelihood and Decent Work Opportunities for Vulnerable Youth and Women at Risk of Irregular Migration in Tigray ”

Brief Description of the project:
Overall objective: To contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with specific focus on youth and women.
Outcome: To establish inclusive economic programs that create employment opportunities for potential migrants, returnees and refugees, especially women and youths, in Tigray by strengthening the capacities of local vocational training providers (TVET) and promoting public private partnerships (PPPs) in strategic economic clusters
IO1: Improved access of beneficiaries to TVET and employments opportunities through the promotion of partnerships among TVET service providers and the private sector leading to the delivery of innovative TVSD programs and pilot active labor policy schemes (voucher system); IO2 Improved capacity of selected industrial clusters to create additional job opportunities with a special focus on the promotion of decent work

Target Groups: A)Public and private actors coming from regional bureaus (TVET, BOSA, BoWA, Youth and Sport Affairs, Small and Medium Manufacturing Industry Development Agency), at least 5 TVET and enterprises B) 2.500 Vulnerable unemployed and inactive youth at risk of irregular migration for a total of 2.500 beneficiaries; C) 150 Eritrean refugees ;D)1.000 Women who suffer from limited participation in high paying productive male dominated sectors, resulting in lower average wages comparing to men ;E)At least 160 between TVET and companies staff who will benefit from capacity building.

Generic Roles and Responsibilities
• Planning and delivering quality results
• Producing bi-weekly ,monthly ,quarterly progress report
• Communication with respect and impact with key sectorial partners
• Coordinate the Program initiatives according to VIS project strategy, proposals, budgets and plans
• Conduct collaborative supervision in public/private TVET providers
Specific Roles and Responsibilities
• Facilitate and coordinate to carry out labor market assessment in the selected industrial clusters ;
• Provide technical support for TVET trainers to adapt and prepare training modules /TTLM;
• Provide full support for job placement officer in pre and post competence assessment
• Facilitate and organize capacity building trainings based on identification gaps;
• Organizing and facilitate space dialogue among TVET providers and industrial clusters; to create additional employment opportunities for vulnerable women , inactive and unemployed youth;
• Closely follow up and provide technical support to apply VIS training methodologies
• Undertake sectorial platform coordination meetings in collaboration with project manager ;
• Coordinate and facilitate peer to peer exchange of best practices among TVET centers and enterprises;
• Provide technical support for TVET colleges to deliver demand driven short term skills training;
• Provide technical support for job placement officer to facilitate competence assessment;
• Facilitate and coordinate the delivery of job apprenticeship (enterprise ) training
• Monitor and report on the project activities and ensure compliance with plans and VIS standards;
• Being responsible for the project end line;
• Being available for any other specific requirements asked by VIS Pm and VIS Country Director;
Essential qualifications, skills and abilities required:
• Relevant academic BSc./B.Ed. degree in textile manufacturing ;
• Minimum 5 years of relevant experience as TVET trainer; AND OR min 5 years of revalent experience as textile (or METAL WORK) manager/head of department in manufacturing companies;
• Experience in organizing ,and facilitating innovative and market driven short term skills training;
• Experience in voucher training methodologies is an asset;
• Very good understanding of monitoring, reporting and evaluation processes;
• Ability to take the initiative, multi-task, prioritize work and meet deadlines;
• Good organizational ,communication skills and attention to detail;
• Very good knowledge of spoken and written: English, Amharic (Tigrigna preferably)
