Job Title: Monitoring & Evaluation Advisor
Duty Station: Addis AbabaLine Manager Associate Director of Monitoring and Evaluation
Under the guidance of Associate Directed for MED, the Central M&E Advisor (RHBs) will support FMOH and RHBs M&E capacity as they assume responsibilities of providing strategic information support to facilities providing HIV/AIDS prevention, care and treatment, TB/HIV and STI services and collection, collation and processing of HIV/AIDS related program data and use it for program support and reporting.
Major Duties and Responsibilities
· Actively participates with partners including CDC, FMOH and Regional Health Bureaus in the designing paper based and electronic data monitoring systems.
· Build the capacity of FMOH, RHB and zonal M&E staff through training and mentoring on planning, data collection and reporting, data analysis, interpretation and use
· Build the capacity of FMOH, RHB on evidence driven target setting and planning to ensure that HIV related activities and indicators are included in wereda plans
· Strengthen capacity of FMOH and RHB M&E teams in report validation and delivery of positive feedbacks for staff involved in the follow up, data quality improvement and action plan development
· Strengthen the capacity of FMOH and RHB M&E teams in evidence driven performance monitoring through regular data analysis, interpretation and presentation to decision makers
· Strengthen capacity of FMOH and RHB M&E teams in follow up and provision of support to zonal M&E teams through focused joint supportive supervision
· Assist the FMOH and RHB M&E team in knowledge management activities, archive reports, and document, analyze, share and archive lessons learnt
· Assist the FMOH and RHB M&E teams in identifying M&E issues requiring attention and present them in national and regional review meetings
· Support capacity building of ICAP RHBs and zonal staffs on M&E support to facilitate mentoring of site staff
· Take an active role in targeted evaluation and research activities undertaken by ICAP staff
· Represent ICAP-Ethiopia in different forums when assigned by the supervisor
· Actively in monthly, quarterly, semi-annual and annual ICAP’s performance review meetings.
· Assist in compiling monthly, quarterly, semi-annual and annual activity reports
· Undertake other activities as assigned by the immediate line supervisor.
MPH or MSc in Statistics or related fields
4 years’ work experience, including as an M & E Officer
Experience in designing of forms and data collection instruments
Skills in computing (MS Office, etc) and experience in using statistical packages
Strong communication and interpersonal skills
Ability to establish and maintain effective working relationships
Proficiency in written and spoken English
